• Minutes - San Leandro City Council Meeting - June 17, 1996 Page - 8 - <br /> • <br /> NEW BUSINESS (continued) <br /> In response to Council questions, staff said the Shannon Study included the <br /> City Manager's salary; and it was in range. Staff said the.Study also <br /> included the Assistant City Manager's salary; it was reduced to be lower <br /> than department heads' as part of the reorganization of the City Manager's <br /> Office. Mr. Harman said the City Manager's salary is linked with the San <br /> Leandro Management Group's for the 2% wage increase. <br /> The following Resolution was then introduced: <br /> Resolution No. 96 -107, Resolution Amending Section 1 of the Pay Plan <br /> (provides for previously approved 2% salary increase for non -Y -rated <br /> classes represented by San Leandro City Employees Association (SLCEA) and <br /> San Leandro Management Organization (SLMO) for period July 1, 1996 through <br /> December 31, 1997, as provided in Memoranda of Understanding). (1177) <br /> Introduced by Council Member Glaze, who moved its adoption, seconded by <br /> Council Member Young, and carried by a majority vote (7). <br /> 6.M. Matter of Personal Property Tax Rebate Program Guidelines for San Leandro <br /> Businesses. <br /> In response to Council questions, John Jermanis said the amount of personal <br /> property tax the City receives is small, but the City wants to provide as <br /> many Economic Development incentives as possible. The intent is to have a <br /> policy statement to allow the Economic Development Coordinator to implement <br /> these incentives as appropriate. The tax rebate is not permanent and can <br /> be changed if it is not effective. <br /> Nanci Klein, Economic Development Coordinator, said 1995 State legislation <br /> requires that businesses receiving the rebate create ten jobs for five <br /> years. The rebate is specifically permitted by such legislation. <br /> The following Motion was then introduced: <br /> Minute Order No. 96 -19, Motion approving the Personal Property Tax Rebate <br /> Program Guidelines and directing the Economic Development Agency to <br /> implement the program (allows waiver of personal property taxes for up to <br /> five years for qualifying San Leandro businesses, to encourage local <br /> reinvestment). (2807) <br /> On motion by Council Member Glaze, who moved its approval, seconded by <br /> Council Member Young, and carried by a majority vote (7), the City Council <br /> approved the Personal Property Tax Rebate Program Guidelines and directed <br /> the Economic Development Agency to implement the program. <br />
