Minutes - City of San Leandro City Council and Page - 15 - <br /> Redevelopment Agency Meeting - August 5, 1996 <br /> Gary Kruger: Washington used to be a busier street, but traffic volumes <br /> have gone down. Washington and Parrott are less busy, so this is an <br /> opportunity to make a small amount of savings per year by not having a <br /> signal. A four -way stop would be relatively safe. People get confused <br /> with flashing red lights. San Leandro is unique. I haven't been here long <br /> enough to know how people react to traffic control devices. It is a minor <br /> issue but can save a little bit of money. But, at what cost. We will take <br /> Council direction on this. <br /> Mayor Corbett: On page 152 of the staff report, the preliminary design <br /> plans are presented. There were two meetings to include surrounding <br /> businesses and residents. One objection to the entire project was from Al <br /> Rosenga, and one that said the flashing red was non - pedestrian friendly. <br /> There were two public meetings held regarding this item. <br /> Grycz: I would like to suggest that the Council consider the option to go <br /> ahead and possibly approve the plans and specs since they are written in a <br /> way that work for either the stop signs or street light. That decision <br /> doesn't need to be made tonight. This allows us to move ahead without <br /> having total stand still. <br /> Calvert: Note, we should list this item as actually a resolution of the <br /> Redevelopment Agency. <br /> Mayor Corbett: Regarding the parking meters, I have heard from the hair <br /> salons on Parrott. I hope you take into consideration that it is going to <br /> be more than two hours for a perm and nails. <br /> The following Resolution was then introduced: <br /> Resolution No. 96 -29, of the San Leandro Redevelopment Agency Approving <br /> Plans and Specifications and Calling for Bids for Parrott Street Redesign, <br /> Project No. 96- 262 -8440 (provides for redesign of Parrott Street to <br /> accommodate diagonal parking).
