Alice does the <br /> absolutely best job every single day -- no matter what is going on. <br /> Alice, thank you for your integrity, your friendship, and all that <br /> you have done. (Wandzia presented a gift.) <br /> Mayor Corbett said she had a special gift from the entire Council. <br /> The Council is really going to miss Alice a lot. You always treated <br /> everyone with the highest amount of respect on days that might have <br /> broken a weaker person. You gave us all the ability to not have <br /> problems with the Fair Political Practices. Alice is the first <br /> person that anyone meets when they decide to run for office, and she <br /> brings everyone through sensitively. The Mayor thanked Alice for all <br /> her hard work and for keeping everyone on track. The Council can't <br /> tell you to go smell the roses since you are not retiring, but they <br /> would like to present her with something to remember the Council by. <br /> (Presented Alice with bouquet of roses.) <br /> Alice Calvert said that tomorrow is her last day. She respects the <br /> Council deeply, they are the best. Alice extended her thanks to Mike <br /> Oliver, thanked Wandzia for all of her help, and thanked the <br /> community -- it is a great town. I am sorry to be leaving San <br /> Leandro. <br /> 3. PUBLIC HEARINGS <br /> 3.1 Matter of Seismic Retrofit (URMB), Assessment District No. 96 -2, and <br /> Capital Improvement Agreement for Community Development Block Grant <br /> Funds (Alta Mira Club). <br /> This being the time and place for the Public Hearing on the above <br /> matter, John Jermanis, Finance Director, said this is an evening when <br /> we bring to a conclusion a process that started nearly five years <br /> ago. We initially put in a provision under the Building Code for <br /> concrete buildings that were not properly reinforced. It put a <br /> burden on property owners by making them find a way to correct the <br /> situation. Initially we identified 40 buildings. We worked with <br /> property owners to see how this could be done. The City participated <br /> in the engineering costs. We tried to help obtain financing. It has <br /> been difficult at best. The original 40 buildings are down to 12 <br /> that still need work. No one is protesting this item tonight. <br /> Everyone is on this list at their own request. The financing is <br /> secured with bonds, annual liens to collect the amount due. The <br /> financing is competitive to commercial rates. It is private <br /> property, we are assisting the property owners by writing down the <br /> interest rates. We are also participating in the bond - issuing costs. <br /> We have done as much as we can be expected to do. <br /> One additional property at the last moment was able to obtain the <br /> signature of the lender. I will ask for an amendment to include 1010 <br /> and 1032 East 14th Street. The property owner wanted to participate, <br />
