Alice does the absolutely best job every single day -- no matter what is going on. Alice, thank you for your integrity, your friendship, and all that you have done. (Wandzia presented a gift.) Mayor Corbett said she had a special gift from the entire Council. The Council is really going to miss Alice a lot. You always treated everyone with the highest amount of respect on days that might have broken a weaker person. You gave us all the ability to not have problems with the Fair Political Practices. Alice is the first person that anyone meets when they decide to run for office, and she brings everyone through sensitively. The Mayor thanked Alice for all her hard work and for keeping everyone on track. The Council can't tell you to go smell the roses since you are not retiring, but they would like to present her with something to remember the Council by. (Presented Alice with bouquet of roses.) Alice Calvert said that tomorrow is her last day. She respects the Council deeply, they are the best. Alice extended her thanks to Mike Oliver, thanked Wandzia for all of her help, and thanked the community -- it is a great town. I am sorry to be leaving San Leandro. 3. PUBLIC HEARINGS 3.1 Matter of Seismic Retrofit (URMB), Assessment District No. 96 -2, and Capital Improvement Agreement for Community Development Block Grant Funds (Alta Mira Club). This being the time and place for the Public Hearing on the above matter, John Jermanis, Finance Director, said this is an evening when we bring to a conclusion a process that started nearly five years ago. We initially put in a provision under the Building Code for concrete buildings that were not properly reinforced. It put a burden on property owners by making them find a way to correct the situation. Initially we identified 40 buildings. We worked with property owners to see how this could be done. The City participated in the engineering costs. We tried to help obtain financing. It has been difficult at best. The original 40 buildings are down to 12 that still need work. No one is protesting this item tonight. Everyone is on this list at their own request. The financing is secured with bonds, annual liens to collect the amount due. The financing is competitive to commercial rates. It is private property, we are assisting the property owners by writing down the interest rates. We are also participating in the bond - issuing costs. We have done as much as we can be expected to do. One additional property at the last moment was able to obtain the signature of the lender. I will ask for an amendment to include 1010 and 1032 East 14th Street. The property owner wanted to participate,
