(2813) M /S /C Lothrop and Loeffler. Ayes: 7; Noes: 0 3.2 Matter of Imposing Liens for Non - Payment of Delinquent City Service Charges. This being the time and place for the Public Hearing on the above matter, John Jermanis presented the staff report and stated that staff has been updating the delinquent lists. Staff has even been available this evening outside the meeting to accept any additional payments for delinquent accounts. Council Member Loeffler: How do we add the charges to a tax bill if it is railroad property. The railroads aren't a part of our tax assessment. Jermanis: We can put a lien on through the State Board of Equalization. We have not found them to be problems. The City can put liens on their property, but not through the County, through the State. Council Member Loeffler: I believe we are losing the railroad tracks to the weeds across from Physics International. I want to bring up the concern. It is something that can be dealt with. Jermanis: The delinquent list consists of the business owners, we notify the owner of the tenant's delinquent payment. Council Member Glaze: John, try to figure out how to include the State, too, regarding their weed abatement. On Will's Family Favorites, was that on the tax bill last year. Jermanis: That is their annual sewer service. They are monitored through the Water Pollution Control Plant for their level of service. . Each year we put them on the tax bill. There is a value in the property; and, ultimately, the property can be seized, not only for this levy, but if they have other liens.
