Ayes: 7; Noes: 0 <br /> 3.2 Matter of Imposing Liens for Non - Payment of Delinquent City Service <br /> Charges. <br /> This being the time and place for the Public Hearing on the above <br /> matter, John Jermanis presented the staff report and stated that <br /> staff has been updating the delinquent lists. Staff has even been <br /> available this evening outside the meeting to accept any additional <br /> payments for delinquent accounts. <br /> Council Member Loeffler: How do we add the charges to a tax bill if <br /> it is railroad property. The railroads aren't a part of our tax <br /> assessment. <br /> Jermanis: We can put a lien on through the State Board of <br /> Equalization. We have not found them to be problems. The City can <br /> put liens on their property, but not through the County, through the <br /> State. <br /> Council Member Loeffler: I believe we are losing the railroad tracks <br /> to the weeds across from Physics International. I want to bring up <br /> the concern. It is something that can be dealt with. <br /> Jermanis: The delinquent list consists of the business owners, we <br /> notify the owner of the tenant's delinquent payment. <br /> Council Member Glaze: John, try to figure out how to include the <br /> State, too, regarding their weed abatement. On Will's Family <br /> Favorites, was that on the tax bill last year. <br /> Jermanis: That is their annual sewer service. They are monitored <br /> through the Water Pollution Control Plant for their level of service. . <br /> Each year we put them on the tax bill. There is a value in the <br /> property; and, ultimately, the property can be seized, not only for <br /> this levy, but if they have other liens. <br />
