Minutes - City of San Leandro City Council and Page - 13 - <br /> Redevelopment Agency Meeting - August 19, 1996 <br /> Council Member Young noted the Council's role as representatives of <br /> the community and said they had received a great amount of paperwork <br /> on the issues, both pro and con. She stated that she spoke with over <br /> 45 residents, resulting in an overwhelming response to ban SNS in <br /> order to send a message to the youth. She felt this did not infringe <br /> on the Second Amendment. <br /> Council Member Loeffler shared his thoughts from the Work Session and <br /> congratulated the audience on their civility. He said he feels there <br /> is community consensus emerging, and he supports gun safety and is <br /> trying to reduce access to poorly made guns. <br /> Vice Mayor Polvorosa cited an earlier speaker who was also a <br /> sportsman. He said education and safety are both very serious and <br /> important to the issue. He believes there is no need for junk guns <br /> in our community. He concurred with comments by fellow Council <br /> Members and hoped surrounding communities will also support gun <br /> legislation. <br /> Mayor Corbett thanked the audience and all speakers for their <br /> consideration to one another. She also thanked the City Council for <br /> their consideration of the issue. <br /> The Council asked the City Attorney to clarify the gross receipts tax <br /> ordinance. The City Attorney clarified that the Council can <br /> determine the percentage and decide if the revenue is to be <br /> designated for a special fund or for the general fund. <br /> Both Council Members Lothrop and Loeffler said that it was important <br /> to designate the funds to violence prevention activities. <br /> Council Member Glaze said he would like the Council to establish how <br /> the funds would be used; they should have a positive outcome. He <br /> suggested that the issue be brought back to the Council to discuss <br /> the percentage and the types of programs. He said there would be an <br /> impact to Traders vs. other sellers, and perhaps the Council could <br /> talk with the owner. <br /> Mayor Corbett asked Finance Director John Jermanis for an estimate at <br /> 3%. John Jermanis noted that there are six registered firearms <br /> dealers in the City. Revenue estimates are as follows 1% - $75,000; <br /> 2% - $150,000; 3% - $225,000. He noted that San Francisco is using <br /> 3% and was used as a model. <br /> Council Member Glaze asked about the impact of the Jarvis Initiative. <br /> Mr. Jermanis noted that it would apply to all taxes passed after <br /> January 1995, it gives two years to obtain the vote of the <br /> constituents, and that there is no obligation to return funds. <br />
