• Minutes - City of San Leandro City Council and Page - 14 - <br /> Redevelopment Agency Meeting - August 19, 1996 <br /> In response to Vice Mayor Polvorosa's questions about programs, Chief <br /> Maginnis described the K -4 D.A.R.E. programs for violence prevention. <br /> He noted the increased number of classes now and said it is best to <br /> start the programs at the kindergarten level. Vice Mayor Polvorosa <br /> said he is in favor of supporting programs such as D.A.R.E. with a 3% <br /> gross receipts tax. <br /> Council Member Young noted that the issue is very emotional and that <br /> she has reservations about the gross receipts tax. She said she is <br /> not prepared to make a decision this evening and would like to visit <br /> Traders and with the owner. <br /> Council Member Galvan stated he was not supporting the ordinance <br /> because he would like to receive more information. He noted the <br /> previous year's business license taking a long time to develop, and <br /> he would like more research conducted. He also noted that he would <br /> not support the revenue going to the general fund because the <br /> programs may not be protected and preserved. He has concerns about <br /> the Jarvis Initiative and has no reservations about letting the <br /> community vote on an issue. He noted that staff had not yet had the <br /> chance to meet with the businesses; therefore, he cannot vote this <br /> evening. <br /> Mayor Corbett noted that the City Council has made difficult <br /> decisions in the past. She supports the gross receipts tax because <br /> there are great costs to the community. She noted that she supports <br /> the revenue being designated to prevention programs. It was noted <br /> that, to date, Oakland and Berkeley are considering the same type of <br /> ordinance, and Pleasanton has adopted an ordinance. <br /> Several Council Members noted that there is no urgency to decide the <br /> matter this evening, they are in favor of meeting with the <br /> businesses, and they would like additional research to be conducted. <br /> Council Member Glaze suggested that the matter be continued to a <br /> later meeting after more research as been done. The matter was noted <br /> to be brought back by John Jermanis at the September 16, 1996, <br /> regular City Council meeting. <br />
