Ayes: 7; Noes: 0 <br /> The following Resolution was then introduced: <br /> 3.1.1 Resolution No. 96 -146, Resolution Accepting the <br /> Community Development Block Grant (CDBG) Program Annual <br /> Performance Report (APR) /Grantee Performance Report <br /> (GPR) for Fiscal Year 1995 -96 and Authorizing Submission <br /> Thereof by the City Manager (reports on the 1995 -96 CDBG <br /> activities and provides for acceptance of the CDBG <br /> Annual Performance Report and submission to HUD). <br /> (2096) <br /> M /S /C Galvan and Glaze. Ayes: 7; Noes: 0 <br /> 4. PUBLIC COMMENTS <br /> Public Comments are limited to 5 minutes per person. The public is <br /> invited to make any comments related to Agenda items, or other items <br /> of public interest, at this time. <br /> 4.1 Florence Ruha, 3745 Anza Way, suggested the City look into a <br /> holiday project similar to San Jose's Christmas in the Park. <br /> She said christmas trees could be donated to the schools for <br /> decorating with a theme and that awards could be given out. <br /> The trees could then be put on display in the downtown or in a <br /> park, such as Root Park. She said it would bring families to <br /> the area during the holiday season. <br /> Secondly, she noted her opposition to Walmart at the former <br /> Costco site and suggested a different business, such as The <br /> Good Guys. The Mayor clarified that staff had been directed to <br /> conduct a feasibility study for the site to determine the best <br /> use. She also thanked Ms. Ruha for a great holiday idea. <br /> 4.2 Thea Perrino, 434 Woolsey, Representing Women Against Gun <br /> Violence, suggested that the revenue from the gross receipts <br /> tax could go to the schools and violence prevention programs. <br /> 4.3 Doneta Rhett, 1395 Bancroft Avenue, cited a personal incident <br /> with guns. She said she works with the San Leandro Shelter for <br /> Women and Children; they try to provide a safe environment in <br /> an area where guns are readily available. She urged the City <br /> Council to support the proposed ordinance. <br /> 4.4 Deane Calhoun, 3012 Summit Avenue, Oakland, Representing Youth <br /> Alive and the Corridor Project, said she recently conducted a <br /> symposium to study gun legislation. She noted that the Board <br /> of Supervisors passed the same ordinances, including the <br /> business tax. She cited costs associated with gun violence. <br /> She has also conducted some surveys of gun shops. <br />
