Minutes - City of San Leandro City Council and Page - 3 - Redevelopment Agency Meeting - September 16, 1996 2.4 Resolution of Commendation Recognizing the Contributions of Thomas Dlugosh, Planning Commission, District 4. Mayor Corbett thanked Thomas Dlugosh for his 11 -1/2 years of service to the community. She thanked him for all of his advice, suggestions, and impact on the City. Council Member Glaze noted that he was one of his first appointments, during a turbulent time. He noted that Tom's dedication is greatly appreciated. Mr. Dlugosh thanked everyone. 3. PUBLIC HEARINGS 3.1 Matter of HUD Community Development Block Grant (CDBG) Program Annual Performance Report (APR) /Grantee Performance Report (GPR) for Fiscal Year 1995 -96. This being the time and place for the Public Hearing on the above matter, June Catalano, Development Service Director, noted the active and successful year for the CDBG program. Of particular success was the Small Business Loan Program that funded 4 loans and created over 35 new jobs for the community. She noted Paradiso and Isernia restaurants are enjoying strong support by the community and Francisco's Restaurant will be opening in the near future. She commented on the positive impact of the CDBG program to the City's economic development strategy. CDBG Coordinator Jacqui Diaz reported that the APR /GPR represents an annual summary of the programs and activities funded by the CDBG program. She said the document submitted for review is in the format required by HUD regulations. She identified the general categories of programs: housing rehabilitation, economic development, public service, capital improvement projects, and administrative costs. She mentioned that this is the first year San Leandro's report will be included with the County's report, as is now required for receipt of funds. As part of the evaluation, this evening's Public Hearing is made available to accept comments and suggestions for the CDBG program. Any comments will be submitted with the document to HUD. The Hearing was then opened to the public. Lou Filipovich, 15376 Laverne Drive, asked how many times per year the City is required to report to HUD. Staff replied that once per year a formal document is required, as well as various responses to questions throughout the year, such as during a monitoring visit. Mr. Filipovich asked if the programs were open to anyone. Staff offered to send him information on program eligibility.
