Minutes - City of San Leandro City Council and Page - 3 - <br /> Redevelopment Agency Meeting - September 16, 1996 <br /> 2.4 Resolution of Commendation Recognizing the Contributions of <br /> Thomas Dlugosh, Planning Commission, District 4. <br /> Mayor Corbett thanked Thomas Dlugosh for his 11 -1/2 years of <br /> service to the community. She thanked him for all of his <br /> advice, suggestions, and impact on the City. Council Member <br /> Glaze noted that he was one of his first appointments, during <br /> a turbulent time. He noted that Tom's dedication is greatly <br /> appreciated. Mr. Dlugosh thanked everyone. <br /> 3. PUBLIC HEARINGS <br /> 3.1 Matter of HUD Community Development Block Grant (CDBG) Program <br /> Annual Performance Report (APR) /Grantee Performance Report <br /> (GPR) for Fiscal Year 1995 -96. <br /> This being the time and place for the Public Hearing on the <br /> above matter, June Catalano, Development Service Director, <br /> noted the active and successful year for the CDBG program. Of <br /> particular success was the Small Business Loan Program that <br /> funded 4 loans and created over 35 new jobs for the community. <br /> She noted Paradiso and Isernia restaurants are enjoying strong <br /> support by the community and Francisco's Restaurant will be <br /> opening in the near future. She commented on the positive <br /> impact of the CDBG program to the City's economic development <br /> strategy. <br /> CDBG Coordinator Jacqui Diaz reported that the APR /GPR <br /> represents an annual summary of the programs and activities <br /> funded by the CDBG program. She said the document submitted <br /> for review is in the format required by HUD regulations. She <br /> identified the general categories of programs: housing <br /> rehabilitation, economic development, public service, capital <br /> improvement projects, and administrative costs. She mentioned <br /> that this is the first year San Leandro's report will be <br /> included with the County's report, as is now required for <br /> receipt of funds. As part of the evaluation, this evening's <br /> Public Hearing is made available to accept comments and <br /> suggestions for the CDBG program. Any comments will be <br /> submitted with the document to HUD. <br /> The Hearing was then opened to the public. <br /> Lou Filipovich, 15376 Laverne Drive, asked how many times per <br /> year the City is required to report to HUD. Staff replied that <br /> once per year a formal document is required, as well as various <br /> responses to questions throughout the year, such as during a <br /> monitoring visit. Mr. Filipovich asked if the programs were <br /> open to anyone. Staff offered to send him information on <br /> program eligibility. <br />
