• Minutes - City of San Leandro City Council and Page - 9 - <br /> Redevelopment Agency Meeting - September 16, 1996 <br /> The following Resolution was then introduced: <br /> Resolution No. 96 -154, Resolution Appointing Member to <br /> Recreation and Parks Commission (San Lorenzo Unified School <br /> District) - Kim Brockman. (1020) <br /> M /S /C Polvorosa and Glaze. Ayes: 7; Noes: 0 <br /> A five- minute break was announced 8:55 p.m. <br /> The City Council reconvened at 9:00 p.m. <br /> 6.4 Resolution Requesting Appropriation of Funds, Supplemental Law <br /> Enforcement Services Fund (AB 3229) (provides an increase of <br /> 5166,488 in the D.A.R.E. Officer and School Resource Officer <br /> Programs). <br /> Police Chief Bob Maginnis and Captain Randy Stout presented a <br /> staff report. Chief Maginnis noted the grant fund requirements <br /> and said the funds are allocated for the D.A.R.E. and School <br /> Resource Officer programs. There are now 21 additional <br /> Kindergarten and First Grade classes, as well as expansion in <br /> the High School, due to State law requirements. He noted the <br /> program includes vehicle costs. Two D.A.R.E. officers were <br /> introduced to the City Council. Staff recommended allocating <br /> the funds for the program, as outlined in the report. <br /> Council Member Loeffler commented on the correlation between <br /> this program and the Year of the Youth. He thanked the Police <br /> Department for their work. <br /> The following Resolution was then introduced: <br /> Resolution No. 96 -155, Resolution Requesting Appropriation of <br /> Funds, Supplemental Law Enforcement Services Fund (AB 3229) <br /> (provides an increase of 5166,488 in the D.A.R.E. Ayes: 7; Noes: 0 <br /> 6.5 An Ordinance Amending Section 4 -14 -100 of the San Leandro <br /> Municipal Code Relating to Discharge of Firearms (amends the <br /> San Leandro Municipal Code to prohibit the discharge of <br /> firearms within the City of San Leandro, except for specific <br /> circumstances, as permitted by law; possession of a hunting <br /> license by the State of California shall not be considered <br /> "permitted by law "). <br /> Community Relations Representative Kathy Ornelas presented a <br /> staff report regarding the proposed ordinance. She said the <br /> Amendment will stipulate the discharge of firearms for specific <br /> reasons. She cited an incident at the Par Course that occurred <br /> last year. She recommended that it was no longer appropriate <br />
