Staff noted that adequate signage will be <br /> placed in the area. <br /> The following Ordinance was then introduced: <br /> Ordinance No. 96 -014, An Ordinance Amending Section 4 -14 -100 of <br /> the San Leandro Municipal Code Relating to Discharge of <br /> Firearms (amends the San Leandro Municipal Code to prohibit the <br /> discharge of firearms within the City of San Leandro, except <br /> for specific circumstances, as permitted by law; possession of <br /> a hunting license by the State of California shall not be <br /> considered "permitted by law "). Ayes: 7; Noes: 0 <br /> 6.6 Matter of Receiving Public Input Regarding Gun Violence. <br /> Continued from the August 19, 1996, City Council Meeting. <br /> - Letter from Montclair Presbyterian Church Supporting an <br /> Ordinance for Collection of a Gross Receipts Tax. <br /> - An Ordinance Amending Sections 2 -2 -220 and 2 -2 -500 of the <br /> San Leandro Municipal Code Providing for a Business License <br /> Fee for Firearms Dealers Based Upon Gross Receipts. <br /> - Motion Concerning Use of Revenue. <br /> Interim City Manager Wandzia Grycz reviewed the process that <br /> had occurred to date. Staff had been directed by the City <br /> Council to speak with all businesses affected by the proposed <br /> ordinance. <br /> She introduced Interim Assistant City Manager John Jermanis to <br /> present his findings. Mr. Jermanis summarized the questions <br /> raised by City Council at the August 19, 1996, meeting. He <br /> noted his revenue estimates based upon possible percentage <br /> rates. He said the Finance and Police Department staff made <br /> contact with seven businesses. He noted that five are licensed <br /> with the Police Department, the other two are for rifles only. <br /> Mr. Jermanis noted that Traders is the largest dealer. He said <br /> the business owner had been cooperative with staff. He said <br /> the revenue estimates were at $6.5 million, which were close to <br /> the preliminary estimate. He said there were a range of <br /> options with a 3% rate. Traders had indicated that it would be <br /> a very significant impact to their business. He offered <br /> several options, such as excluding some types of sales. He said <br /> there are a wide range of options for the City Council to <br /> consider, and the draft ordinance reflects those options. <br />
