CITY COUNCIL REPORTS AND COMMENTS <br /> 8.1 Reports on Intergovernmental Agencies <br /> None <br /> 8.2 Reports on City Council Subcommittees <br /> None <br /> 8.3 City Council Comments <br /> 8.3.1 Council Member Young proposed that the Council consider in <br /> next year's budget the inclusion of a small allocation of <br /> funds to each Council District in an effort to provide <br /> activities to increase public involvement. Mayor Corbett <br /> suggested that the idea be sent to the Finance Committee for <br /> consideration. Council Member Young said a District 2 <br /> Community Council had recently been formed, and there had been <br /> a question regarding costs related to postage, newsletters, <br /> notices, etc.; she thought it might be worth considering <br /> during the budget process. <br /> Council Member Galvan noted that it was appropriate for the <br /> Finance Committee to discuss the issue; he asked for <br /> clarification on the community council concept vs. a <br /> homeowners' association. Council Member Young noted that, <br /> within District 2, there are not many members in a homeowners' <br /> association; her intent is to reach as many people within the <br /> District as possible. The Community Council is made up of 16- <br /> 18 people from throughout the District and will reach <br /> residents through a telephone tree. There is a desire to <br /> provide information on various issues, such as disaster <br /> preparedness. She said homeowners' associations will continue <br /> to be involved. <br /> Mayor Corbett noted that the idea is fairly new and that some <br /> aspects, such as FPPC requirements, need to be addressed. <br /> Council Member Loeffler stated it is a policy issue and should <br /> be sent to the Policy Committee. Council Member Galvan <br /> suggested that the issue be sent to both the Finance and <br /> Policy Committees. Mayor Corbett noted that it must be sent <br /> to one committee only. <br /> Council Member Glaze commented that the policy issues should <br /> be addressed prior to sending it to the Finance Committee. <br /> Mayor Corbett suggested staff address the FPPC issues prior to <br /> sending it to a Committee. <br />
