Minutes - City of San Leandro City Council and Page - 17 - <br /> Redevelopment Agency Meeting - November 4, 1996 <br /> 8.3.2 Council Member Loeffler commented on the replacement of <br /> parking meters in front of City Hall; he said the public has <br /> a right to park for free while conducting City business. He <br /> said that, unless there is strong justification otherwise, he <br /> would not recommend the parking meters be replaced in front of <br /> City Hall. <br /> Mayor Corbett said the City Hall block was not included in the <br /> Downtown Parking Study and noted the free parking in the lots <br /> adjacent to the building. She clarified that there had not <br /> been any direction by the Council to staff regarding <br /> replacement of the meters; they have not yet been installed. <br /> Council Member Glaze suggested placing two -hour parking signs <br /> for a six -month trial period. Mayor Corbett suggested that <br /> staff be directed to look into the matter. There was Council <br /> consensus to direct staff to study the issue. <br /> 8.3.3 Council Member Loeffler noted that education had been a high <br /> priority, as noted in the October 28, 1996, Work Session. He <br /> said communication between the School Board and the City <br /> Council should occur. He asked whether the Board receives <br /> City Council Agendas and Minutes. Staff noted that Minutes <br /> and Agendas are sent to the Superintendent's Office. Council <br /> Member Loeffler asked the Council to consider sending <br /> information directly to the School Board Members. <br /> Council Member Loeffler commented that the City Council photos <br /> need to be completed. <br /> Council Member Loeffler commented on homeowners' association <br /> participation; he asked the Council if the City should assist <br /> them in some way. Council Member Lothrop noted that she would <br /> like to include everyone, including those who are referred to <br /> as "improvement associations." Mayor Corbett suggested that <br /> a meeting occur between the homeowners' association Presidents <br /> and the Council. Council concurred. <br /> Council Member Loeffler complimented the Chamber on their new <br /> magazine. <br /> 8.3.4 Council Member Lothrop said the Council had looked into the <br /> Conference Center, but not the details regarding the hotel. <br /> Staff was directed to review this issue. <br /> Council Member Lothrop reminded everyone of the importance of <br /> participating in the November 6 and 7, 1996, Oakland Airport <br /> Expansion meetings. The meeting on the 6th will specifically <br /> involve San Leandro residents. <br />
