Removed from the Consent Calendar to New <br /> Business. <br /> - Motion directing staff to install twelve (12) additional speed <br /> humps on Joaquin, Juana, Dolores, and Maud Avenues and removal of <br /> the speed hump on Sybil Avenue and all four traffic circles. <br /> 5.12 Minute Order No. 95 -54, Matter of Main Library Seismic <br /> Retrofit /Renovation /Expansion and Branch Libraries Study (Work <br /> Session of November 12, 1996, Item 2.2). <br /> The City Council directed staff to: <br /> (1) Conduct a competitive process (RFP) to select an architectural <br /> firm to conduct a peer review of the existing schematic design <br /> in order to validate critical design elements; <br /> (2) Conduct a competitive process (RFQ) to select a firm to <br /> • provide overall and on -site construction /project management of <br /> the project; <br /> (3) Negotiate specific contracts with the professionals selected <br /> as a result of these competitive processes. <br /> (4) Study the branch library system to determine the best <br /> locations for the branches as well as determine the <br /> appropriate size of the library buildings. <br /> M /S /C Loeffler and Polvorosa. NEW BUSINESS (CONTINUED) <br /> Items Removed from the Consent Calendar. <br /> 5.11 Matter of Speed Hump Pilot Program Update (Work Session of November 12, <br /> 1996, Item 2.3). Removed from the Consent Calendar to New Business. <br /> Interim City Manager Wandzia Grycz suggested the staff report begin with <br /> Fire Marshall Bob Lundstrom. Mr. Lundstrom said the Fire Department is <br /> sympathetic to the neighborhoods' concerns about speed. The Department had <br /> been asked to conduct test runs before and during the speed -hump program on <br /> all streets with all devices. He said there were some delays, <br /> approximately 5 -15 seconds, based upon the type of device. He said <br /> emergency- response time is critical. He said Estudillo and Sybil Avenues <br /> are primary- response routes; they would not advise devices on these <br /> streets. <br /> Upon request by Council Member Young, Mr. Lundstrom noted .that response - <br /> time runs had not been studied on drainage dips. <br />
