• Minutes - City of San Leandro City Council and Page - 15 - <br /> Redevelopment Agency Meeting - November 18, 1996 <br /> Mr. Lundstrom noted that there is less of an issue at stop signs, as the <br /> response vehicles do not necessarily need to stop. <br /> Mayor Corbett asked for clarification regarding removal of speeding devices <br /> on Estudillo Avenue. <br /> Engineering and Transportation Director Bill Algire noted that in 1995 they <br /> were reviewing speeding issues on the four residential streets but not on <br /> Sybil and Estudillo Avenues. He provided a chronological history of the <br /> devices placed in the area. Mayor Corbett requested clarification on the <br /> types of devices available and successfully used. <br /> Council Member Galvan said he is extremely sympathetic to the residents on <br /> Estudillo Avenue. He asked if delaying signals could occur, and any other <br /> suggestions to assist the residents on Estudillo Avenue. <br /> Mr. Algire responded that a gap in traffic would occur as a result. He <br /> said this issue has been worked on for a long period of time. He said the <br /> City has retained Mr. Gary Kruger to provide continuity on the issue. <br /> Mayor Corbett asked for an estimate of the staff time utilized on the <br /> program and the survey. He said staff has worked on the issue over the <br /> past seven years; this project has exceeded all others in terms of staff <br /> allocation. He said the issue remaining is a safety issue; retention of <br /> the traffic circles must be addressed. He said 2 -3 people, working <br /> approximately 40 hours each, were used for the survey portion. <br /> Gary Kruger, TJKM, said he has reviewed three phasing plans for left turns <br /> on Estudillo Avenue. He said he would need to study the volume of traffic <br /> to determine the success of this idea. <br /> Council Member Galvan said he would like staff to pursue this research. <br /> Council concurred. <br /> Vice Mayor Polvorosa asked about stop signs as a possibility; staff <br /> responded that they had not been looked into. Mr. Algire noted that the <br /> additional speed humps will reduce speeds; he would not recommend stop <br /> signs until staff has studied the result of the additional speed humps. <br /> Council Member Glaze noted the past process and use of stop signs. He said <br /> people have stated that they want speed control - they want to slow <br /> traffic. He said we need to look at various combinations. He said circles <br /> may be hazardous for some streets. He said there is concern over placing <br /> humps everywhere. Traffic enforcement needs to be included. Council <br /> Member Loeffler noted that the City Council is hearing frustration from the <br /> community - especially residents on Estudillo Avenue. He said many of the <br /> drivers are not residents. He asked that staff return with some <br /> recommendations. <br /> Mayor Corbett clarified the process for the evening. <br /> Council Member Young requested an update after the humps have been <br /> installed on the four streets, and then continue to address the speeding <br /> issue on Estudillo Avenue. <br />
