Minutes - City of San Leandro City Council and Page - 8 -
Redevelopment Agency Meeting - November 18, 1996
Council Member Glaze said this was an all time low for Public
Hearings due to the personal attacks on people. He said personal
attacks are wrong and this tax is wrong. He said he will continue to
defend the rights of the people here this evening who have shown no
respect for anyone else. He said he hoped the community would move
on and would respect each other's rights.
Council Member Young agreed with Council Member Glaze regarding his
assessment of the Public Hearing. She supports the Chamber's
position. She said she was offended by the personal attacks and
references. She applauded Ms. Lee for her courage to speak out for
something she believes in, especially to do so in the face of
opposition.
Council Member Loeffler agreed with his colleagues. He said he is
concerned about guns in San Leandro and throughout the East Bay. He
said children are victims too often; the issue touches lives
throughout the community and beyond. He said several homeowners'
associations in his District have contacted him to support the tax.
He said that, in the interest of the safety of the 9,000 youths in
the community, they have got to take a stand. He said the public has
the right to vote on the issue in 1998. He noted the new flag in the
community representing children lost to violence. He said he
believes in the right of gun owners to be hunters and is against gun
violence. He said he would present a motion after the Vice Mayor
concludes.
Vice Mayor Polvorosa said many guns are purchased by adults but get
into the hands of children. He cited a film pertaining to gun -
related accidents with children. He said he is proud that San
Leandro is moving forward on an important issue. He said rights are
not being infringed upon; people can still obtain guns.
Mayor Corbett thanked the audience for their participation and said
this is what democracy is about. She thanked the Council for dealing
with a difficult subject and said she respects them for their
different positions. She said the Memorial Grove Dedication was
quite moving. She said she will not apologize for wanting to end
violence. She said the City Council cares deeply for people's
rights.
Council Member Galvan referred to an earlier speaker, Gil Morales,
who commented on a fund, The 100 Club, for slain police officers'
families. He said that, if the Ordinance is to go through, he would
like the revenue generated to go to those victims of gun violence,
rather than to the General Fund.
Steve Meyers noted that the only matter before the Council is whether
to adopt a general tax. He said programs can be addressed by the
Council during the budget deliberation process.
