Minutes - City of San Leandro City Council and Page - 9 -
Redevelopment Agency Meeting - November 18, 1996
Council Member Loeffler moved to adopt the Ordinance, as written, and
to exclude sales to public agencies only. City Attorney Meyers
clarified a change to the draft Ordinance to only exclude sales to
police agencies, not to exclude other, licensed dealers.
Council Member Galvan said his recollection was that the original
Ordinance was drafted, at Council's request, to exempt other dealers,
due to the margin of profit.
Council Member Glaze noted that the revision targets a specific
business; therefore, it is a targeted effort to put someone out of
business.
The following Ordinance was then introduced:
3.1.2 Ordinance No. 96 -016, An Ordinance Amending Sections 2 -2 -220
and 2 -2 -500 of the San Leandro Municipal Code Providing for a
Business License Fee for Firearms Dealers Based Upon Gross
Receipts. (2603/1413)
- Passed to Print, as amended, to exclude sales to public
agencies
M /S /C Loeffler and Lothrop. Ayes: 4; Noes: Galvan, Glaze, and
Young
Mayor Corbett requested that Mr. Alexander make a copy of his sign to
submit for the public record.
6. NEW BUSINESS
6.3 Matter of Approval of Findings of Fact and Conditions of Approval
Regarding SD- 75 -44; St. Moritz Apartments; 14744 Washington Avenue;
Assessor's Parcel Number 077C- 1305- 001 -002; City of San Leandro,
Applicant; RM 1800 Residential Multiple Family District (provides for
approval of Findings of Fact, including Conditions of Approval, and
approval of the Monitoring Plan, pursuant to City Council's direction
at the October 7, 1996, City Council Meeting). (1136)
John Sullivan, Owner of the St. Moritz Apartments, requested that
Item 6.3, regarding the St. Moritz Apartments, be continued for
several weeks to allow time for staff analysis. Vice Mayor Polvorosa
noted that he has worked with Mr. Sullivan and the residents for a
long time. He said the proposed six -month evaluation period should
be sufficient time for staff to monitor the situation and that an
extension should not be necessary. Council Member Glaze said other
matters have been continued; and therefore, he supported an
extension.
