improvements is necessary to effectuate the purposes of the Plan. <br /> Pursuant to Health and Safety Code Section 33426.5, the Agency shall not provide <br /> any form of direct assistance to the following: <br /> • An automobile dealership that will be or is on a parcel of land that has not <br /> previously been developed for urban use. <br /> • A development that will be or is on a parcel of land of five acres or more that has <br /> not previously been developed for urban use and that will, when developed, <br /> generate sales or use tax pursuant to Revenue and Taxation Code Section 7200 et <br /> seq., unless the principal permitted use of the development is office, hotel, <br /> manufacturing, or industrial. <br /> • A development or business, either directly or indirectly, for the acquisition, <br /> construction, improvement, rehabilitation, or replacement of property that is or <br /> would be used for gambling or gaming of any kind whatsoever including, but not <br /> limited to, casinos, gaming clubs, bingo operations, or any facility wherein banked <br /> or percentage games, any form of gambling device, or lotteries, other than the <br /> California State Lottery, are or will be played. <br /> 6. [Section 209.6] Hazardous Waste <br /> The Agency may take any actions that it determines are necessary and that are <br /> consistent with other state and federal laws to remedy or remove a release of <br /> hazardous substances on, under, or from property within the Project Area, whether <br /> the Agency owns that property or not, subject to provisions contained in Health and <br /> Safety Code Section 33454 et seq., commonly referred to as the Polanco Act. <br /> J. [Section 210] Property Disposition and Development <br /> 1. [Section 210.1] Real Property Disposition <br /> The Agency may, within the Project Area or for purposes of redevelopment, sell, lease <br /> for a period not to exceed 99 years, exchange, subdivide, transfer, assign, pledge, <br /> encumber by mortgage, deed of trust, or otherwise, or otherwise dispose of any real <br /> property or any interest in property.
