Before any of the Agency's property that was acquired in whole or in part, directly or <br /> indirectly, with tax increment moneys is sold or leased for development pursuant to <br /> the Plan, the sale or lease shall first be approved by the City Council by resolution <br /> after public hearing in conformance with Health and Safety Code Section 33433. <br /> The Agency shall lease or sell all real property acquired by it in the Project Area, <br /> except that it may transfer property to the City or other public body for any amount <br /> of consideration or without requiring any consideration at all. <br /> The Agency shall obligate persons purchasing or leasing property from the Agency to <br /> use the property for the purpose designated in the Plan, to begin redevelopment <br /> within a reasonable period of time, to comply with the covenants, conditions, or <br /> restrictions that the Agency deems necessary to prevent speculation or excess profit <br /> taking in undeveloped land, including right of reverter to the Agency, and to comply <br /> with other conditions that the Agency deems necessary to carry out the purposes of <br /> the Plan. <br /> 2. [Section 210.2] Disposition and Development Documents <br /> The Agency may enter into agreements for the lease or sale and development of real <br /> property in the Project Area. Such agreements shall contain provisions as needed to <br /> prevent speculation in the property and to ensure that development is carried out in a <br /> timely manner pursuant to the Plan. <br /> Every sale, lease, or other conveyance of real property owned by the Agency shall be <br /> conditioned on compliance with the Plan, the zoning ordinance governing the <br /> property, and any conditions imposed by the Agency through agreements, <br /> declarations of restrictions, conditional use permits, or other means. The Agency may <br /> require the recording of any document pertaining to the sale, lease, or other <br /> conveyance, or to the use of such property. Conveyance documents may create rights <br /> of reversion in favor of the Agency or other provisions deemed necessary to carry out <br /> the purposes of the Plan. <br /> 3. [Section 210.3] Nondiscrimination Provisions <br /> All real property acquired or disposed of by the Agency shall be subject to <br /> nondiscrimination provisions.
