9. [Section 308.9] Signs <br /> All signs shall be subject to the provisions of the City's Zoning Codes, and any <br /> applicable municipal codes, as amended from time to time: The Agency is authorized <br /> to review signs in the Project Area for conformity with the Plan and may impose <br /> signage conditions different than those set forth in the Zoning Code. <br /> 10. [Section 308.10] Utilities <br /> The Agency shall require that all utilities be placed underground when physically, <br /> legally and economically feasible. <br /> 11. [Section 308.11] Incompatible Uses <br /> No use or structure that in the Agency's determination would, because of appearance, <br /> traffic, smoke, glare, noise, odor, or similar factors, be incompatible with the <br /> surrounding uses or structures shall be permitted in any part of the Project Area. <br /> 12. [Section 308.12] Subdivision of Parcels <br /> No parcels in the Project Area shall be consolidated, subdivided or re- subdivided <br /> without the Agency's approval. The Agency shall establish reasonable procedures and <br /> requirements for obtaining such approval. <br /> 13. [Section 308.13] Minor Variations <br /> The Agency is authorized to permit minor variations from the limits, restrictions, <br /> standards, and controls established pursuant to the Plan. In authorizing such <br /> variations, the Agency shall consider whether: <br /> I. The application of certain limits, restrictions, standards, or controls would result <br /> in practical difficulties or unnecessary hardships inconsistent with the general <br /> purpose and intent of the Plan. <br /> 2.
