E. [Section 405] Time Limit on Use of Tax Increment Funds to Repay <br /> Indebtedness <br /> The Agency shall not use tax increment funds to repay indebtedness more than 45 <br /> years from the date of adoption of the Plan. After the time limit established herein, <br /> the Agency may not receive property taxes pursuant to Health and Safety Code <br /> Section 33670. <br /> V. [SECTION 500] ACTIONS BY THE CITY <br /> Upon the Agency's request, the City shall aid and cooperate with the Agency in <br /> implementing the Plan and shall take all actions necessary to ensure the continued <br /> fulfillment of the purposes of the Plan and to prevent the recurrence or spread in the <br /> Project Area of conditions causing blight. Actions by the City may include, but are <br /> not limited to, the following: <br /> 1. Instituting and completing proceedings to open, close, vacate, widen, or change <br /> the grade of streets, alleys, and public rights -of -way, and for other necessary <br /> modifications of the streets, the street layout, and other public rights -of -way in the <br /> Project Area. The City may require the abandonment, removal, and relocation by <br /> public utility companies of their operations in public rights -of -way as appropriate <br /> to carry out the Plan, provided that nothing in the Plan shall be construed to <br /> require the cost of such abandonment, removal, and relocation be borne by others <br /> than those legally required to bear such costs. <br /> 2. Instituting and completing proceedings necessary for changes and improvements <br /> in private and publicly -owned public utilities within or affecting the Project Area. <br /> 3. Revising the Zoning Code or adopting specific plans as appropriate within the <br /> Project Area to permit the land uses and development authorized by the Plan. <br /> 4. Imposing wherever necessary (by covenants or restrictions, conditional use permits <br /> or other means) appropriate controls within the limits of the Plan upon parcels in <br /> the Project Area to ensure their proper development and use. <br /> 5.
