indebtedness and to enforce existing covenants or contracts. Provided that, if the <br /> Agency has not completed its replacement housing obligations pursuant to Health <br /> and Safety Code Section 33413, the Agency shall retain its authority to implement <br /> requirements under Section 33413, including its ability to incur and pay <br /> indebtedness for this purpose, and shall use this authority to complete these housing <br /> obligations as soon as is reasonably possible. <br /> VIII. [SECTION 800] PROCEDURE FOR AMENDING THE <br /> PLAN <br /> The Plan may be amended as provided in the Community Redevelopment Law <br /> encoded as Health and Safety Code Section 33000, et seq. <br /> IX. [SECTION 900] SEVERABILITY <br /> If any portion of the Plan is held to be invalid, unenforceable, or unconstitutional, <br /> such decision shall not affect the validity and effectiveness of the remaining portion <br /> or portions of the Plan. If any portion of the Project Area shall be determined to have <br /> been invalidly or incorrectly included in the Project Area, such portion of the Project <br /> Area shall be deemed severed from the remainder of the Project.
