APPENDIX C <br /> PROPOSED PUBLIC IMPROVEMENTS <br /> AND FACILITIES PROJECTS <br /> The public improvements and facilities projects for the West San <br /> Leandro /MacArthur Boulevard Redevelopment Project Area are as follows: <br /> 1. Infrastructure Improvements- These programs are intended to ensure that <br /> adequate infrastructure is installed and available for business retention and <br /> development and to reduce tensions between industrial and residential uses. <br /> These programs are expected to help eliminate economic blight by improving <br /> depreciated property values. They are also expected to encourage <br /> reinvestment in properties (reducing the physical conditions of blight) and <br /> reduce residential opposition to the siting of new businesses. <br /> a. Storm Drains - Targeted Upgrades (including laterals) and Replacement <br /> of Worn -Out Facilities as Needed. This program is intended to <br /> supplement rather than substitute for the City's regular capital <br /> improvement program. It should be used on a project -by- project basis to <br /> help attract and retain business within the Redevelopment Area. <br /> b. Sewer System - Targeted Replacement of Worn -Out Facilities (including <br /> laterals). This program is intended to supplement rather than substitute <br /> for the City's regular capital improvement program. It should be used on <br /> a project -by- project basis to help attract and retain business within the <br /> Redevelopment Area. <br /> c. Road Improvements <br /> i. Westgate Parkway /880 Overpass Expansion - Assist with land <br /> assembly and right -of -way acquisition as needed. <br /> ii. Neptune Road /Polvorosa Extension - Assist with land assembly, <br /> right -of -way acquisition and feasibility work as needed. <br /> iii. Truck Routes - Evaluate and update planned truck routes to lessen <br /> impacts on residential areas. <br />
