iv. Bicycle Network - Help extend the bicycle network where it <br /> connects with the Project Area. Include a bike lane adjacent to 580 <br /> along MacArthur. <br /> v. MacArthur /Dutton - Add a northbound turn - pocket on MacArthur <br /> at Dutton. <br /> vi. Eden Road Extension - Assist with land assembly and right -of -way <br /> acquisition as needed to connect Eden Road with Davis Street. <br /> vii. Aurora Drive Cul -de -sac - Assist with installation of a cul -de -sac <br /> on Aurora Road north of Williams Street. <br /> d. Off - Street Parking - establish more off - street parking <br /> e. Noise Mitigation - Develop program to install noise attenuation facilities <br /> as needed. <br /> f. Increase Recreational Opportunities for Youth <br /> g. Ensure Adequate Fiber -Optic Capacity <br /> 2. Gateway /Streetscape Improvements - These programs are intended to <br /> establish gateways into distinct areas of the community and improve <br /> streetscapes to help establish a clear identity and market for business growth. <br /> It is also intended that the Agency will use its best efforts to coordinate these <br /> programs with other streetscape programs for adjoining areas to integrate <br /> such programs into a larger planning context. This activity is expected to <br /> help eliminate physical blight by encouraging property owner reinvestment <br /> in the area, but it is not intended to require the expenditure of redevelopment <br /> funds outside the project area. This investment will in turn help reduce <br /> economic blight by improving depreciated property values. <br /> a. Doolittle Gateway and Master Streetscape Plan - Assist with <br /> development of construction plans for the Doolittle Gateway and help <br /> fund expansion of the airport gateway improvements. Also, complete a <br /> Master Streetscape Plan for the Doolittle Corridor between the Airport <br /> and Marina Boulevard. <br /> b. Marina /Doolittle Streetscape Plan - Fund a streetscape plan to create an <br /> entry statement for the Marina and Marina Conference Center at the <br /> corner of Marina and Doolittle. <br />
