contribute to blight conditions, as reflected in the Report to Council and <br /> Redevelopment Plan, and whose inclusion is necessary to accomplish the <br /> objectives and benefits of the Redevelopment Plan. <br /> m. The elimination of blight and the redevelopment of the Project Area <br /> could not be reasonably expected to be accomplished by private <br /> • enterprise acting alone without the aid and assistance of the Agency. <br /> This finding is based upon the existence of blighting conditions, <br /> induding the lack of adequate public improvements and facilities, <br /> structural deficiencies, dilapidation and deterioration, factors that hinder <br /> economically viable use, lots of irregular, form, shape and inadequate <br /> size, depreciated or stagnant property values or impaired investments, <br /> abnormally high business vacancies, abnormally low lease rates, and <br /> abandoned buildings as enumerated in the record including the <br /> Redevelopment Plan and the Report to Council. The lack of private <br /> investment incentive, and the cost of requiring individuals (through <br /> assessments or othenvise) to eradicate or significantly alleviate such <br /> blighting conditions, and the inadequacy of other governmental <br /> programs and financing mechanisms to eradicate or significantly <br /> eliminate such blighting conditions, make elimination of blight in the <br /> Project Area infeasible without the aid and assistance of the Agency <br /> under the Redevelopment Plan and the Community Redevelopment Act. <br /> n. The Project Area is predominantly urbanized, as defined in Subdivision <br /> (b) of Section 33320.1 of the Health and Safety Code. This finding is <br /> based on the fact that according to the Report to Council all of the <br /> West San Leandro and MacArthur Sub Areas within the Project Area <br /> have been or are developed for urban uses, or are characterized by the <br /> existence of subdivided lots of irregular form and shape and inadequate <br /> size for proper usefulness and development that are in multiple <br /> ownership, or are an integral part of one or more areas developed for <br /> urban uses which are surrounded or substantially surrounded by parcels <br /> which have been or are developed for urban uses. <br /> o. The time limitation on Redevelopment Plan activities contained in the <br /> Redevelopment Plan is reasonably related to the proposed projects to be <br /> implemented in the Project Area and to the ability of the Agency to <br /> eliminate blight within the Project Area. This finding is supported by <br /> the fact that in accordance with Health and Safety Code Section <br /> 9 <br />
