Policies: <br /> 2.1 Identify current regional, state, and federal funding programs along with specific <br /> funding requirements and deadlines. <br /> 2.2 Pursue multi- jurisdictional funding applications with neighboring cities. <br /> 2.3 Develop a prioritized list of improvements along with detailed cost estimates, and <br /> identify appropriate funding sources for each proposal. <br /> 2.4 Encourage the formation of reliable local, regional, and state funding sources which <br /> can be used to leverage federal funds. <br /> 2.5 Include bikeway improvements in the City's Capital Improvement Program. <br /> Goal 3.0: Build upon the existing bikeway facilities. <br /> Policies: <br /> 3.1 Identify existing and proposed bike paths, lanes, and routes and develop a system to <br /> maximize their use. <br /> 3.2 Encourage the use of existing natural and man -made corridors such as creeks, <br /> shorelines, and other open space corridors for future bike path and trail alignments. <br /> 3.3 Identify existing bicycle education programs and target future expansions. <br /> 3.4 Conduct bicycle counts and surveys, if possible, to gauge the effectiveness of various <br /> improvements and programs. <br /> Goal 4.0: Develop a bicycle system that meets the needs of commuter and recreation <br /> users, helps reduce vehicle trips. and links residential neighborhoods with <br /> regional destinations. <br /> Policies: <br /> 4.0 Develop a commuter route system which connects residential neighborhoods to <br /> employment areas, multi -modal terminals, and schools. • <br /> 4.1 Develop a recreational route system which uses low - volume streets, off - street bike <br /> paths and serves recreational destinations. <br /> 4.2 Develop incentives that encourage people to ride to work. Estimate the future benefits <br /> of reduced congestion and parking and improved air quality and health to make the City <br /> competitive in applying for grants. <br /> 28 <br />
