III. PROPOSED BIKEWAY PLAN UPDATE <br /> 3.1 Proposed Bikeway System <br /> A 43.8 -mile bikeway system is proposed for the City of San Leandro, consisting of 7.4 miles <br /> of existing Class II bike lanes and 36.4 miles of proposed bikeways including 7.5 miles of <br /> Class I bike paths, 12.3 miles of Class II bike lanes, and 16.6 miles of Class III bike routes. <br /> The proposed bikeway network would connect residential neighborhoods to employment <br /> areas, recreational attractions, and schools. It would also provide north -south connection <br /> between Oakland and San Lorenzo and east -west connection between Lake Chabot Regional <br /> Park and Oyster Bay Regional Park and the San Leandro Marina. Figure 12 displays the <br /> proposed bikeway system. Each proposed route is described in Table 7. <br /> 3.2 Planning Criteria <br /> The proposed system was developed according to the following planning criteria: <br /> Coverage: The system should provide equitable, reasonable access from all residential <br /> neighborhoods to both commute and recreation routes. In essence, the system should provide <br /> a bicycle facility within one -half mile of any residential street. <br /> System Rationale: Each link in the system should serve one or a combination of these <br /> purposes: recreation, connection, and commuting. Bikeway links should be continuous with a <br /> minimal number of arterial crossings and uncontrolled intersections. <br /> Avoidance of Arterials: Assigning bikeways on arterials with high traffic volumes, high travel <br /> speeds, or narrow right -of -ways should be avoided if at all possible. <br /> Connection of Employment Centers: Downtown, business park, major retail, and other <br /> employment centers should be accessible from all neighborhoods by a reasonably direct <br /> system. <br /> Connection of Schools and Parks: Schools and parks should be connected to surrounding <br /> residential neighborhoods by bikeways. While not serving every residential street, the <br /> bikeway system should serve as "feeder" routes where special safety features can be provided <br /> at busy intersections. <br /> Connection to Regional Bikeways: The bikeway system should allow continuous access to <br /> potential regional bikeway routes and routes in adjacent communities. <br /> 35 <br />
