IV. PRIORITY OF CANDIDATE PROJECTS AND .PROGRAMS <br /> 4.1 Ranking <br /> The proposed bikeway system, when fully implemented, will provide a comprehensive system <br /> for the City of San Leandro. However, due to limited resources, the proposed segments need <br /> to be prioritized for implementation over the next 20 years. The methodology employed for the <br /> prioritization was developed by Fehr & Peers Associates and has been used by other agencies <br /> in their bikeway plans. Each bikeway project was evaluated with a total of nine possible points <br /> based on the following three elements. <br /> Activity Centers (three points): The number of local and regional activity centers on or <br /> near a proposed bikeway was counted. The activity centers include regional parks, shopping <br /> centers, schools, large employment centers, and multi -modal connections. The activity centers <br /> were weighted differently based on their ability to attract bicycle riders. For example, <br /> neighborhood parks would have less potential to attract bicycles than Lake Chabot Park; <br /> therefore, Lake Chabot Park received more weight as an activity center along a bikeway route. <br /> The total number of activity centers along a bikeway route was averaged on a per -mile basis. <br /> Projects with two or more activity centers per mile received three points, between one and two <br /> activity centers per mile received two points, and Tess than one activity center per mile received <br /> one point. <br /> Connectivity (three points): This criterion evaluates the ability of a bicycle facility to <br /> provide a viable alternative to heavily used arterials, provide connectivity between activity <br /> centers, and connect to and expand existing bicycle facilities. Projects with high connectivity <br /> received three points, moderate connectivity received two points, and low connectivity received <br /> one point. A more detailed description of how each proposed bikeway was evaluated is shown <br /> below. <br /> A proposed bikeway route receives three points if one the following conditions is met:. <br /> • connects to existing bikeways and/or activity centers on both ends <br /> • bridges a gap in an existing "crucial" bikeway <br /> 43 <br />
