the projects in this group received relatively low scores, they are part of a plan that, when fully <br /> developed, forms a comprehensive bikeway system. <br /> The scoring for each bikeway project and the resultant rankings are shown in Table 8. The <br /> ranking of projects within Phase 1 was determined by City staff and the BAC. Phase 2 and 3 <br /> projects were not ranked within their respective phases because they are long -term projects. <br /> They are listed in alphabetical order in Table 8. <br /> Actual bicycle counts at locations where bikeways are proposed are not available and would <br /> not be cost - effective to conduct. Therefore, "existing level of bicycle demand" is not used as a <br /> ranking criterion. However, due to the importance of existing demand in the ranking process, <br /> bikeway projects that contain locations with known high levels of use are given an extra point <br /> in the "activity centers" criterion. Lake Chabot Road and Estudillo Avenue east of MacArthur <br /> Boulevard are currently heavily used by bicyclists in San Leandro. Also, as shown in Table 8, <br /> the BART Trail and the Bay Trail received high implementation scores which contradicts the <br /> guidelines set for the "relative ability to implement" category. The reason is that these two <br /> projects are already part of existing plans that may have already identified funding and/or <br /> initiated the engineering process. The BART Trail is proposed in the Draft San Leandro Park <br /> Master Plan, and the Bay Trail, as the name suggests, is part of ABAG's ongoing effort to <br /> consolidate an around- the -bay bicycle /pedestrian trails system. <br /> 4.2 Funding Sources <br /> There are a variety of potential funding sources including local, state and federal. Some <br /> portions of the system can be completed as part of future development and road widening and <br /> construction projects. Table 9 presents available bikeway funding information including <br /> timing, criteria, and source agency. <br /> • <br /> ISTEA <br /> Federal funding through the ISTEA (Intermodal Surface Transportation Efficiency Act) <br /> program will provide the bulk of outside funding.
