Maintenance. and Security <br /> This section addresses several of the operational aspects of the proposed bikeway system. <br /> Monitoring <br /> Whenever funding permits, a monitoring program should be put in place by the City and <br /> responsibility should be assigned to a bicycle coordinator. The bicycle coordinator should <br /> hold regular meetings with the Police, Public Works Services, Development Services, and <br /> Community Services departments to coordinate all monitoring activities. Some monitoring <br /> activities are listed below. <br /> • Plan Review: Roadway improvement plans should be routed through the bicycle <br /> coordinator to ensure that bikeway segments are implemented, developer impact fees <br /> are identified (if applicable), and design standards are met. <br /> • Accident Monitoring: Bicycle — related accidents should be collected annually from the <br /> Police Department and tabulated to show patterns by location and accident type. <br /> • Public Involvement: The bicycle coordinator should continue to provide the Bicycle <br /> Action Committee with materials, information, and other support as the system is <br /> being implemented. Bicycle promotional and educational events should be planned <br /> and managed by the coordinator. <br /> • Bikeway Maintenance: The coordinator should be responsible for the annual bikeway <br /> maintenance and operations budget, collaborating with the Public Works Services <br /> Department. The coordinator should keep track of long term bike path maintenance, <br /> schedule repairs, and respond to calls from the public or staff regarding maintenance <br /> needs. <br /> • Funding Monitoring: The coordinator should work closely with various funding <br /> agencies such as MTC and Caltrans to keep abreast of funding opportunities and to <br /> follow up on applications to ensure maximum success. <br /> • Operations Monitoring: The coordinator should be responsible for providing the <br /> needed enforcement along bike paths in cooperation with the Police Department. <br /> Problems regarding security, privacy, vandalism, and crime along bike paths should <br /> be addressed by the coordinator. <br /> 56 • <br /> • <br />
