Interstate 880. Industrial park uses are found in the vicinity of the Marina <br /> Boulevard/Merced Street intersection and at Verna Court. <br /> The Marina Entryway area is a gateway to San Leandro from the Metropolitan Oakland <br /> International Airport and is a gateway to the San Leandro Marina, a precious City resource. <br /> The City is in the process of undertaking capital improvements at key intersections as part <br /> of the gateway to the City from the Oakland Airport and as a gateway to the Marina. This <br /> area is ideal for industrial uses that can utilize the excellent transportation resources of the <br /> Oakland Airport as well as access to Interstate 880. This area is also ideal for high quality <br /> commercial uses that capitalize on both the neighborhood serving uses and regional <br /> attraction of the area. <br /> Review Criteria for the Marina Entryway Area: <br /> The following criteria will be used to guide the City Council, Redevelopment Agency, <br /> Planning Commission and Board of Zoning Adjustments in development proposals under <br /> their review. Projects that do not require discretionary review and do not meet the <br /> following criteria may be referred by the Zoning Enforcement Official to the Board of <br /> Zoning Adjustment for a conditional use permit. These criteria are in addition to the <br /> existing base zoning for the property and shall not be considered a replacement of the base <br /> zoning requirements for permitted and conditionally permitted uses. <br /> 1. New uses in the Marina Entryway area shall fall into one of the following <br /> categories: <br /> A. Industrial and/or distribution establishments that utilize access to the <br /> Metropolitan Oakland International Airport and Interstate 880. <br /> B. Retail uses compatible with the neighborhood retail needs of the <br /> community or regional recreational draw of the area. <br /> C. Other uses that are compatible with these industrial and retail <br /> establishments. <br /> ?. All new development must have an attractive architectural design and <br /> landscaping or be sufficiently screened to be complementary to this gateway <br /> to San Leandro and to the Marina. <br /> Regional Retail /Auto Mall Area <br /> The Regional Retail/Auto Mall area is identified as Marina Boulevard and portions of <br /> surrounding streets between Interstate 880 and Washington Avenue. The Regional <br /> Retail /Auto Mall area can be characterized as an area in transition. The very successful <br /> Marina Square Shopping Center was established in the late 1980's with the primary <br /> building, including such anchors as Marshalls, Nordstrom Rack, Eddie Bauers, and the Gap <br /> 3 <br />
