In the early 1990's, satellite tenants <br /> along the Marina Boulevard frontage were developed, including Kinkos, Ann Taylor Loft, <br /> Talbots, and Mikasa. <br /> Just to the north of Marina Square, industrial and auto repair related uses are beginning to <br /> transition to new auto sales uses. Lloyd Wise has applied for building permits to construct a <br /> Honda, Nissan, Oldsmobile, GMC and Kia dealership. As part of this auto sales <br /> development, the City of San Leandro is cooperating with Lloyd Wise for the design and <br /> installation of median landscaping on portions of Marina Boulevard between Interstate 880 <br /> and Washington Avenue. The City has previously spent approximately $7 million on - <br /> Marina Boulevard for right -of -way and landscaping improvements in the late 1980's and <br /> early 1990's through use of Measure B funds. The remaining areas along Marina <br /> Boulevard, developed with a variety of commercial and industrial uses, represent obvious <br /> locations for a transition to these new regional retail and auto sales uses. <br /> Review Criteria for the Regional Retail /Auto Mall Area: <br /> The following criteria will be used to guide the City Council, Redevelopment Agency, <br /> Planning Commission and Board of Zoning Adjustments in development proposals under <br /> their review. Projects that do not require discretionary review and do not meet the <br /> following criteria may be referred by the Zoning Enforcement Official to the Board of <br /> Zoning Adjustment for a conditional use permit. These criteria are in addition to the <br /> existing base zoning for the property and shall not be considered a replacement of the base <br /> zoning requirements for permitted and conditionally permitted uses. <br /> 1. New uses in the Regional Retail /Auto Mall area shall fall into one of the <br /> following categories: <br /> A. Retail uses that address a regional market and utilize access to <br /> Interstate 880. <br /> B. New auto sales or complementary uses that utilize access to <br /> Interstate 880. <br /> C. Other uses that are compatible with the regional retail or new auto <br /> sales orientation of the area. <br /> 2. All new and existing uses that include new buildings or substantial <br /> remodeling of existing buildings must comply with the following <br /> requirements: <br /> A. New buildings or substantial remodels on Marina Boulevard must <br /> complement the architectural themes established by Marina Square <br /> and the Auto Mall. <br /> • <br /> • 4 <br />
