the approval of use permits, variances, building permits or other applicable entitlements for these uses would result in the threat set forth above to the public peace, health, safety and welfare of its citizens. Section 2. The City Council further finds that: A. A temporary moratorium on the processing and approval of use permits, variances, building permits or other applicable entitlements for the uses identified herein is necessary to protect the public health, safety, and welfare. B. A temporary moratorium will not adversely affect the orderly development of property or the preservation of property values because other uses authorized by the existing zoning ordinance and zoning maps remain available to property owners. Section 3. The San Leandro Zoning Ordinance is hereby amended by adding the following provisions titled the "Interim Ordinance Prohibiting Specified Uses." Section 4, The San Leandro Zoning Ordinance is hereby amended by adding the following definitions which shall only apply to the "Interim Ordinance Prohibiting Specified Uses" adopted herein: Adult Entertainment Establishments Establishments based substantially or primarily on materials or performances that depict, describe or relate to "specified sexual activities," or "specified anatomical areas" as defined elsewhere in this article. These include: A. Adult Bookstore. An establishment which has a substantial portion of its stock in trade and offers for sale, for any form of consideration, any one or more of the following: (I) Books, magazines, periodicals or other printed matter, or photographs, films, motion pictures, video cassettes, slides or other visual representations which are characterized by an emphasis upon the depiction or description of "specified sexual activities" or "specified anatomical areas;" or (2) Instruments, devices, or paraphernalia which are designed for use in connection with "specified sexual activities."
