Hollister, City Manager Stephen L Hollister <br /> • City Manager <br /> FROM: Michael Bakaldin, Public Works Director <br /> BY: Debbie Pollan, Facilities & Open Space Manager <br /> SUBJECT /DESCRIPTION: <br /> RESOLUTION ADOPTING CITYWIDE INTEGRATED PEST MANAGEMENT POLICY <br /> SUMMARY AND RECOMMENDATION <br /> Staff recommends that the City Council adopt a resolution adopting a citywide Integrated Pest <br /> Management (IPM) policy. <br /> BACKGROUND <br /> In October 2009, the State Water Board adopted a final Municipal Regional Stormwater National <br /> Pollutant Discharge Elimination System Permit (MRP). The MRP covers stormwater discharges <br /> from municipalities and local agencies in Alameda, Contra Costa, San Mateo, and Santa Clara <br /> counties, and the cities of Fairfield, Suisun City, and Vallejo. <br /> One of the requirements of the MRP is the adoption of an integrated Pest Management (IPM) <br /> policy, which would provide an ongoing specific program to further reduce the amount and <br /> toxicity of pesticides used on City property and, where feasible, to eliminate pesticide use in <br /> public areas using alternative methods. <br /> As drafted, the purpose of the City's IPM Policy is to ensure that the City: <br /> • Reduces and eliminates the use of pesticide products that pose known, likely, or probable <br /> human health or environmental risks; <br /> • Promotes the use of non- hazardous and /or reduced risk alternatives that benefit human <br /> health and the environment, including incorporation of Bay Friendly Landscaping <br /> Guidelines when feasible; <br /> • Applies pesticides in a manner that protects and enhances our region's natural resources <br /> and public health; <br /> • Maintains a leadership role in developing both ecologically sensitive and aesthetically <br /> pleasing landscapes and structures; and <br />
