Cooke, Principal Engineer a a <br /> Engineering and Transportation \Department <br /> epartme nt <br /> SUBJECT PROJECT /PROJECT DESCRIPTION: <br /> MATTER OF AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION FOR <br /> FEDERAL SURFACE TRANSPORTATION PROGRAM (STP) AND /OR CONGES"IION <br /> MITIGATION AND AIR QUALITY IMPROVEMENT (CMAQ) FUNDING UNDER TI -IE <br /> METROPOLITAN TRANSPORTATION COMMISSION (MTC) BLOCK GRANT <br /> PROGRAM FOR THE MARINA BOULEVARD STREET REHABILITATION PROJECT, <br /> APPROPRIATING GRANT FUNDS, AND ASSURING THE COMPLETION OF THE <br /> PROJECT. <br /> SUMMARY AND RECOMMENDATION <br /> It is recommended that the City Council authorize the City Manager to file an application for <br /> Local Streets and Roads (LSR) funding under the Metropolitan Transportation Commission <br /> (iv1TC) Block Grant Program. This grant will fund the rehabilitation of Marina Boulevard from <br /> San Leandro Boulevard to Washington Avenue and from Alvarado Street to Teagarden Street as <br /> part of the Marina Boulevard Street Rehabilitation project. Additionally, it is recommended that <br /> the City Council authorize the City Manager to appropriate grant funding in the amount of <br /> 5807.000 and assure completion of this project. <br /> 13ACKCROUND <br /> The Block Grant Program (Program) provides funds as part of Cycle 1 of the new Federal <br /> Transportation Act (FTA). The Program includes three components: Local Streets and Roads; <br /> Regional Bicycle Program; and Transportation for Livable Communities. It is estimated that this <br /> Program will provide $25.3 million in Surface Transportation Program /Congestion Mitigation <br /> and Air Quality (STP /CMAQ) funding to Alameda County. The City of San Leandro will <br /> receive $807,000 in LSR grant funding, which requires an 11.47% local funding match. <br />
