CNIA Block Grant Local Support 2 September 7, 2010
The City is required to submit a Resolution of Local Support by September 30, 2010 to receive
Program funding and ensure inclusion of the project in the 2011 Transportation Improvement
Program (TIP).
Analysis
This project will reconstnict Marina Boulevard from San Leandro Boulevard to Washington
Avenue and remove and replace the top four inches of asphalt concrete on Marina Boulevard
from Alvarado Street to Teagarden Street. Curb ramps will be installed along the project limits
to meet current Americans with Disabilities Act (ADA) standards.
The segments of Marina Boulevard included in this project were selected based on information
from the City's Pavement Management System. The Program is federally funded, so the streets
selected must also be eligible for federal grants, which typically includes collector and arterial
streets.
The estimated project cost for design and construction is 51,110,000. The City will use
$303,000 of Measure B Streets & Roads funds to supplement the $307,000 LSR grant.
Applicable General Plan Policy
This action is consistent with Streets and Highway Goal No. 16 of the General Plan and Action
Item 1 6.03-A: Funding for Maintenance.
Code Compliance Review
Environmental clearance will be filed for the project.
Fiscal Impact
The total estimated cost of the project is 51,1 10,000. The City will be reimbursed $507,000,
which is the total grant amount. The required local match of up to $303,000 will be provided by
existing appropriation of Measure B Streets and Roads funds.
Budget Authority
The City Council will be asked to appropriate grant funds as part of this action. The matching
funds were already appropriated into account 144 -38 -308.
19 ^z 11- (,C —
Perry Carter, Interim Finance Director
