Hollister, City Manager <br /> FROM: Uchenna Udemezue, Director <br /> Engineering and Transportation Department <br /> BY: Kenneth Joseph, City Engineer <br /> Engineering and Transportation Department <br /> SUBJECT PROJECT /PROJECT DESCRIPTION: <br /> RESOLUTION OF AWARD OF CONSTRUCTION CONTRACT TO GRANITE ROCK <br /> COMPANY FOR THE 2660 EDEN ROAD GRADING AND DIRT DISPOSAL PROJECT, <br /> PROJECT NO. 09- 593 -52 -216 AND APPROPRIATION OF FUNDS FROM THE WATER <br /> POLLUTION CONTROL ENTERPRISE FUND. <br /> SUMMARY AND RECOMMENDATION <br /> Staff recommends award of contract to the low bidder, Granite Rock Company, in the amount of <br /> $721,130 for the subject project and appropriation of Water Pollution Control Enterprise funds in <br /> the amount of $700,000. <br /> BACKGROUND <br /> The site is located at the west end of Eden Road, adjacent to the Water Pollution Control Plant <br /> (WPCP). The site was used as an automobile `junk yard" from approximately 1950 to 1989 and <br /> then used to stockpile and recycle soil. Currently, the site is entirely covered with stockpiled soil <br /> and construction debris. The pile is approximately 400 feet long by 100 feet wide and is 37 feet <br /> high. <br /> In 2006, the property was acquired by the City to accommodate the expansion of the WPCP <br /> facility. To make the property usable, the stockpiled material must be removed and the site <br /> graded. As part of the Final Order of Condemnation for the site, $365,130.09 was returned to the <br /> City from the State Condemnation Fund to use for cleanup of the dirt and remediation of <br /> contamination. If any of these funds remain when work is complete, the City has agreed to <br /> forward the remainder to the State for disbursement to the former property owner's heirs. <br />
