2660 Davis Street Remediation <br /> Award of Contract 2 September 7, 2010 <br /> Analysis <br /> The project will segregate the pile into two parts; 1) a less contaminated pile that will be stored <br /> on site; and 2) the portion containing debris and contaminated soil that will be legally off - hauled <br /> to a suitable dumpsite. The site will be graded to a pre- determined elevation in preparation for <br /> the WPCP Rehabilitation project. <br /> The bids were opened on August 19, 2010. Eleven bids were received ranging from $721,130 to <br /> $1,201,00. Granite Rock Company was the lowest responsible bidder. The engineer's estimate <br /> for the work was $1,808,700. Staff has also verified that the contractor is in good standing <br /> through the Contractors State License Board's website. <br /> Previous City Council Action(s) <br /> • On July 19, 2010, by Resolution 2010 -096, the City Council approved the plans and <br /> specifications and call for bids for this project <br /> • On September 5, 2006, by Resolution No. 2006 -106, the City Council authorized the City <br /> Manager to execute a real property agreement for the property required for the Water <br /> Pollution Control Plant Rehabilitation project <br /> • On December 4, 2006, by Resolution No. 2006 -132, the City Council passed a Resolution of <br /> Necessity and directed a Filing of Eminent Domain for the property required for the Water <br /> Pollution Control Plant Rehabilitation project <br /> Applicable General Plan Policy <br /> Policy No. 52.05 — Maintain adequate capacity at the San Leandro wastewater treatment plant to <br /> accommodate projected levels of growth within the service area. <br /> Environmental Review <br /> The Project is categorically exempt from CEQA pursuant to section 15304 (a) and (f) "Minor <br /> Alterations of Land ". <br /> Fiscal Impact <br /> The total estimated cost of this project is $1,032,760. This includes design, construction <br /> contract, contingencies, inspection, and administration costs. <br />
