2009 Sanitary' Sewer Pipeline Replacement Project <br /> Award of Contract 2 September 7, 2010 <br /> This project provides improvements at five locations as follows: <br /> • Between Breed Avenue and Beverly Avenue. The backyard sewer will be lined from <br /> Dowling Boulevard to Broadmoor Boulevard and the collapsed sewer south of Dowling <br /> Boulevard will be relocated <br /> • At Kenilworth Avenue. A sewer extension will be installed in the street to improve access <br /> • At Sandelin Avenue. A sewer main will be enlarged and several manholes will be <br /> improved <br /> • At Cleveland Street/Whelan Avenue. Sewer mains will be replaced and a new bypass <br /> installed in Cleveland Street <br /> • The entire length of the View Drive easement line. Rehabilitate the line using a cured in- <br /> place lining system; install access extensions at two locations; and improve manhole access <br /> on the steep hillside <br /> • <br /> Analysis <br /> Bids were opened on July 13, 2010. Three (3) bids were received ranging from $707,575 to <br /> $998,580 . Andes Construction, Inc. was the lowest responsible bidder. The engineer's estimate <br /> for the work was $1,006,820. <br /> Immediately prior to award of this contract, and within the allotted time period, Andes <br /> Construction. Inc. submitted a request for withdrawal of its bid proposal based on two <br /> clerical /mathematical errors in its cost computations. Pursuant to Public Contract Code, Sections <br /> 5100 -5108, staff acknowledged its 'Relief of Bidder' request as valid. <br /> D'Arcy & Harty, Inc. is the second low bidder. Staff verified that this Contractor is in good <br /> standing through the Contractors State License Board's website. <br /> Current City Council Policy <br /> Ensure well- maintained sewer facilities. <br /> Previous City Council Action(s) <br /> • On February 19, 2008, by Resolution No. 2008 -018, the City Council approved a consulting <br /> services agreement with Freyer and Laureta, Inc. for the design of this project <br /> • On December 21, 2009, by Resolution No. 2009 -167, the City Council approved acquisition <br /> of three separate sewer easements on private property for the implementation of this project <br /> • On March 15, 2010, by Resolution No. 2010 7 032, the City Council approved plans and <br /> specifications and called for bids on the subject project <br /> • On May 3. 2010, by Resolution No. 2010 -051, the City Council approved acquisition of <br /> various easements required for the sanitary sewer repair program <br /> • On July 19, 2010, by Resolution No. 2010 -100, the City Council awarded the Construction <br /> Contract to Andes Construction, Inc. for the 2009 Sanitary Sewer Pipeline Replacement <br /> Project <br />
