2009 Sanitary' Sewer Pipeline Replacement Project Award of Contract 2 September 7, 2010 This project provides improvements at five locations as follows: • Between Breed Avenue and Beverly Avenue. The backyard sewer will be lined from Dowling Boulevard to Broadmoor Boulevard and the collapsed sewer south of Dowling Boulevard will be relocated • At Kenilworth Avenue. A sewer extension will be installed in the street to improve access • At Sandelin Avenue. A sewer main will be enlarged and several manholes will be improved • At Cleveland Street/Whelan Avenue. Sewer mains will be replaced and a new bypass installed in Cleveland Street • The entire length of the View Drive easement line. Rehabilitate the line using a cured in- place lining system; install access extensions at two locations; and improve manhole access on the steep hillside • Analysis Bids were opened on July 13, 2010. Three (3) bids were received ranging from $707,575 to $998,580 . Andes Construction, Inc. was the lowest responsible bidder. The engineer's estimate for the work was $1,006,820. Immediately prior to award of this contract, and within the allotted time period, Andes Construction. Inc. submitted a request for withdrawal of its bid proposal based on two clerical /mathematical errors in its cost computations. Pursuant to Public Contract Code, Sections 5100 -5108, staff acknowledged its 'Relief of Bidder' request as valid. D'Arcy & Harty, Inc. is the second low bidder. Staff verified that this Contractor is in good standing through the Contractors State License Board's website. Current City Council Policy Ensure well- maintained sewer facilities. Previous City Council Action(s) • On February 19, 2008, by Resolution No. 2008 -018, the City Council approved a consulting services agreement with Freyer and Laureta, Inc. for the design of this project • On December 21, 2009, by Resolution No. 2009 -167, the City Council approved acquisition of three separate sewer easements on private property for the implementation of this project • On March 15, 2010, by Resolution No. 2010 7 032, the City Council approved plans and specifications and called for bids on the subject project • On May 3. 2010, by Resolution No. 2010 -051, the City Council approved acquisition of various easements required for the sanitary sewer repair program • On July 19, 2010, by Resolution No. 2010 -100, the City Council awarded the Construction Contract to Andes Construction, Inc. for the 2009 Sanitary Sewer Pipeline Replacement Project
