DRAFT MINUTES <br /> Page 4 <br />July 6, 2010 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />The City Council confirmed a recess during the month of August. <br /> <br /> Resolution No. 2010-085 <br />D., Resolution Authorizing the Submittal of an Application to <br />the Department of Resources Recycling and Recovery [CalRecycle] for Used Oil <br />Payment Program Funds (allows the City to apply for future Used Oil Payment Program <br />funds). <br /> <br /> Resolution No. 2010-086 <br />E., Resolution Approving Program Supplement Agreement No. <br />017-N to Administering Agency-State Agreement No. 04-5041R to Accept Federal <br />Funds for the Bancroft Avenue Street Rehabilitation Project, Project No. 150-38-319, <br />Federal-Aid Project No. ESPL-5041(035) (accepts federal funding of $308,115 to <br />thth <br />reconstruct the pavement on Bancroft Avenue form 138 Avenue to 148 Avenue). <br /> <br /> Resolution No. 2010-087 <br />F., Resolution Authorizing the City Manager to Sign and File <br />Financing Agreement with the State Water Resources Control Board [SWRCB] for the <br />Water Pollution Control Plant [WPCP] Rehabilitation Project, Project No. 593-52-239 <br />(provides for rehabilitation and upgrade at the WPCP). <br /> <br /> Resolution No. 2010-088 <br />G., Resolution of Award of Contract to Jim Freethy Excavating, <br />Inc. for the Toyon Park Playground Sitework, Project No. 10-150-62-109 (awards <br />contract to the lowest responsive bidder in the amount of $35,593.92 for the subject <br />project). <br /> <br /> Resolution No. 2010-089 <br />H., Resolution Accepting the Work for the Bay Trail Slough <br />Bridge Project, Project No. 08-144-39-012, Federal Aid Project No. HP21L-5041(025) <br />(provides for acceptance of work from RGW Construction, Inc., filing of Notice of <br />Completion, and release of bonds). <br /> <br /> <br /> 9. ITEMS REMOVED FROM CONSENT CALENDAR <br /> <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br /> <br />8.A. Minutes of the Meeting of June 21, 2010. <br /> <br />Councilmember Starosciak pointed out that there was no specific reference in the <br />minutes to requests made by members of the Council for an analysis of a shorter length <br />of term for the potential sales tax measure. She cited comments made by <br />Councilmembers related to the term of <br />the annual independent audit. <br /> <br />Mr. Hollister indicated that, while there was discussion, there was no specific direction <br />from the Council. However, staff is performing an analysis of revenue projections, <br />which will make clear to the Council the ramifications of a 3, 4, 5 or 7 year life of the <br />measure. <br /> <br />
