• <br /> EXHIBIT A <br /> SCOPE OF WORK FOR <br /> CITY OF SAN LEANDRO <br /> WATER POLLUTION CONTROL PLANT <br /> DESIGN SERVICES FOR BELT FILTER PRESS REPLACEMENT <br /> Background <br /> Kennedy /Jenks Consultants (K/J) completed a corrosion study of the existing belt filter press <br /> (BFP) for the City of San Leandro (the City) Water Pollution Control Plant (WPCP) in January <br /> 1999. The results of that study, along with recommendations for rehabilitating or replacing the <br /> existing BFP, were provided to the City in a Technical Memorandum dated 26 January 1999. <br /> The existing BFP, installed as part of a temporary sludge dewatering facility in 1991, is currently <br /> used to dewater anaerobically digested sludge from a concentration of approximately 1.6 percent <br /> solids to a concentration of approximately 20 percent solids. The system has satisfied its <br /> operational requirements since installation, but it has been subjected to pervasive corrosion due <br /> to its exposed location, leading the City to initiate a rehabilitation or replacement program. <br /> Based on the assessment of the six options presented in the Technical Memorandum, the City <br /> elected to implement Option 6, which consists of replacing the existing BFP with a new <br /> corrosion- resistant, trailer- mounted BFP enclosed in a new, pre- manufactured, single -story <br /> structure. K/J has been tasked with developing the design drawings and specifications to <br /> implement Option 6. <br /> SCOPE OF WORK <br /> Design services for the WPCP BFP system replacement will involve three main tasks: <br /> Task 1 — Pre - Design <br /> Pre - design work will involve four subtasks: <br /> • Subtask 1.1: K/J will visit the WPCP to conduct a kick -off meeting and to review the project <br /> work site. <br /> • Subtask 1.2: A site survey will be conducted by a licensed surveyor to obtain information <br /> required to prepare a basemap and to establish horizontal and vertical control points for <br /> construction. <br /> • Subtask 1.3: K/J will address requests from the WPCP that the existing sludge pump be <br /> re- located with the existing polymer tanks into the new BFP system. K/J will develop <br /> sketches of the operational area layout at the new structure that will be used to guide <br /> subsequent design work. <br /> • Subtask 1.4: K/J will provide a geotechnical evaluation to determine soil foundation <br /> characteristics.
