IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 2000 -41 (1195) <br /> RESOLUTION AUTHORIZING THE SUBMITTAL OF AN APPLICATION <br /> TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD <br /> FOR A 2000/2003 USED OIL BLOCK GRANT FOR $26,209 <br /> WHEREAS, the people of the State of California have enacted the California Oil <br /> Recycling Enhancement Act that provides funds to cities and counties for establishing and <br /> maintaining local used oil collection programs that encourage recycling or appropriate disposal <br /> of used oil; and <br /> WHEREAS, the California Integrated Waste Management Board (CIWMB) has been <br /> delegated the responsibility for the administration of the program within the state, setting up <br /> necessary procedures governing application by cities and counties under the program; and <br /> WHEREAS, the City of San Leandro will enter into an agreement with the State of <br /> California for implementation of a used oil collection program; and <br /> WHEREAS, procedures established by the CIWMB require the grant applicant to certify <br /> by resolution the approval of said application; and <br /> WHEREAS, all jurisdictions in Alameda County are member agencies of the Alameda <br /> County Waste Management Authority (ACWMA), a regional Joint Powers Authority (JPA) that <br /> was formed for the purpose of, and having expertise in, recycling and solid waste project <br /> planning and implementation; and <br />
