WHEREAS, ACWMA is empowered to make and enter into contracts with its member <br /> agencies, including either to receive or provide services; and <br /> WHEREAS, the City, as a member of the JPA, would benefit from a regional effort led by <br /> the ACWMA to educate the public about used oil and oil filter recycling, and <br /> WHEREAS, the City and other Alameda County jurisdictions have agreed, but not <br /> committed, to provide a percentage of 6 Cycle Used Oil Recycling Block Grant funds to <br /> provide regional used oil and oil filter recycling services; and <br /> WHEREAS, if the ACWMA and other Alameda County jurisdictions agree to implement <br /> regional used oil and oil filter recycling projects, the City agrees to designate and transfer 20% of <br /> its 6 Cycle Used Oil Recycling Block Grant funds to the ACWMA for the used oil and oil filter <br /> recycling regional projects; <br /> NOW, THEREFORE, BE IT RESOLVED that the City of San Leandro authorizes the <br /> submittal of an application to the California Integrated Waste Management Board for a <br /> 2000/2003 Used Oil Recycling Block Grant for an amount of $26,209. The Development <br /> Services Director, or his designee, is hereby authorized and empowered to execute in the name of <br /> the City of San Leandro all necessary applications, contracts, payment requests, agreements and <br /> amendments hereto for the purposes of securing grant funds and to implement and carry out the <br /> purposes specified in the grant application. <br /> NOW, THEREFORE, BE IT RESOLVED that the City of San Leandro authorizes the <br /> participation in cooperative project(s) with the ACWMA acting in the lead capacity, AND further <br /> authorizes 20% of the total 2000 /2003 Used Oil Recycling Block Grant (Sixth Cycle) funds for <br /> which the City of San Leandro is eligible, be appropriated to the ACWMA to implement said <br />
