CITY OF SAN LEANDRO <br /> REQUEST FOR PROPOSALS <br /> TO PROVIDE SERVICES <br /> RELATED TO A <br /> CITY -WIDE CUSTOMER SATISFACTION SURVEY <br /> A. Introduction <br /> The City of San Leandro is requesting proposals from qualified firms to conduct a City- <br /> wide customer satisfaction survey. The overall purpose of the survey will be to develop <br /> information suitable for use by the City in planning to improve the delivery of City <br /> services to local taxpayers. The goals of the survey will be to (1) determine customer <br /> satisfaction with a broad range of City services, including maintenance of parks, building <br /> facilities, and police and fire services, and (2) assess the community's willingness to <br /> support any or all of the following programs: <br /> • improvement of the City's park system; <br /> • construction of a sports complex; <br /> • partnership between City and School District for maintenance of school grounds; <br /> • City's police services; <br /> • construction of a teen center; <br /> • interest in using the Internet to access certain government services; <br /> • expansion of the City's undergrounding of utilities; <br /> • interest in a public safety tax for existing services only, if other taxes (such as real <br /> • property transfer tax and utility users' tax) are eliminated; <br /> • most favored location and support for constructing a Senior Center; <br /> • improvements of the City's sewer collection system; <br /> • construction of an Emergency Operations Center. <br /> Specifically, the City is interested in learning about customer awareness of the current <br /> status of these issues and about voters' ability and willingness to pay for enhanced <br /> services and facilities. The selected firm will provide all services related to the <br /> statistically valid, customer satisfaction survey, including development of the <br /> questionnaire, pre - testing of the survey, management of the survey, and preparation and <br /> presentation of written and oral final reports. <br /> B. Proposed Scope of Services <br /> Consultant will provide the following services: <br /> • Develop a questionnaire for a statistically valid, scientific survey. The consultant <br /> must be able to deal with San Leandro's language diversity. <br />
