CITY OF SAN LEANDRO REQUEST FOR PROPOSALS TO PROVIDE SERVICES RELATED TO A CITY -WIDE CUSTOMER SATISFACTION SURVEY A. Introduction The City of San Leandro is requesting proposals from qualified firms to conduct a City- wide customer satisfaction survey. The overall purpose of the survey will be to develop information suitable for use by the City in planning to improve the delivery of City services to local taxpayers. The goals of the survey will be to (1) determine customer satisfaction with a broad range of City services, including maintenance of parks, building facilities, and police and fire services, and (2) assess the community's willingness to support any or all of the following programs: • improvement of the City's park system; • construction of a sports complex; • partnership between City and School District for maintenance of school grounds; • City's police services; • construction of a teen center; • interest in using the Internet to access certain government services; • expansion of the City's undergrounding of utilities; • interest in a public safety tax for existing services only, if other taxes (such as real • property transfer tax and utility users' tax) are eliminated; • most favored location and support for constructing a Senior Center; • improvements of the City's sewer collection system; • construction of an Emergency Operations Center. Specifically, the City is interested in learning about customer awareness of the current status of these issues and about voters' ability and willingness to pay for enhanced services and facilities. The selected firm will provide all services related to the statistically valid, customer satisfaction survey, including development of the questionnaire, pre - testing of the survey, management of the survey, and preparation and presentation of written and oral final reports. B. Proposed Scope of Services Consultant will provide the following services: • Develop a questionnaire for a statistically valid, scientific survey. The consultant must be able to deal with San Leandro's language diversity.
