City of San Leandro Page 2 <br /> City -wide Customer Satisfaction Survey <br /> • Present proposal to City Council in Work Session; <br /> • Obtain approval of the questionnaire from the City Manager; <br /> • Pre -test the questionnaire with call to a valid number of voters; <br /> • Conduct a telephone survey resulting in a sufficient number of completed interviews <br /> with voters of San Leandro, resulting in a confidence level of +/- 5 %. The survey <br /> pool must be scientifically selected to be a random sample of the San Leandro <br /> electorate. <br /> • Collect and analyze the data, including subgroup analysis for age and income <br /> demographics; <br /> • Make recommendations for a successful voter campaign, including but not limited to <br /> election timing, ballot language, sensitivity analysis regarding proposed tax amount, <br /> etc. <br /> • Prepare and present 10 copies of a written report to the City. The report shall contain <br /> findings, methodology, analyses, conclusions, and recommendations in a high - quality <br /> and professional format; <br /> • Present an oral report of findings to the City Council, as requested; <br /> • Identify a recommended number of meetings with City staff; <br /> • Provide other information as reasonably requested. <br /> C. Method of Compensation <br /> A fixed fee shall be negotiated before the work is begun. Any additional work not <br /> covered by the agreement, including work plus expenses not outlined in the proposed <br /> scope of services above, will require an amendment to the contract and will be billed at <br /> an hourly rate to be negotiated. City shall pay consultant half of the fixed fee upon <br /> execution of the agreement and the other half upon completion and delivery of all work <br /> products. <br /> D. Length and Terms of Contract; Time of Performance <br /> The selected firm would be expected to sign the City's Standard Contractual Agreement. <br /> Please note that any provision(s) of the contract that the Consultant cannot comply with <br /> must be clearly identified in the proposal. Upon successful negotiation of the agreement, <br /> the Consultant shall work promptly and shall pursue all aspects so as to complete the <br /> work as scheduled or as extended by mutual agreement.
