<br /> Research Analyst and a Research Analyst will be primarily responsible for the City of San
<br /> Leandro project. Their efforts are supplemented by the remaining GRA staff.

<br /> Cofounder of GRA, lNIr. Godbe has over 18 years of experience in public opinion research,
<br /> public relations and government affairs.
<br /> Mr. Godbe is directly responsible for all of GRA's public opinion research including both
<br /> qualitative and quantitative research projects, focus groups, baseline polling and tracking
<br /> projects. He is directly responsible for research design, questionnaire development, oversee-
<br /> ing data collection and data processing, analysis of results and the presentation of findings.
<br /> In this capacity, he has conducted both public opinion and market research projects at the
<br /> national, state, and local levels including projects in and for Los Angeles, Marin, Riverside,
<br /> Sacramento, San Joaquin, San Mateo and Santa Clara Counties; the cities of Cupertino,
<br /> Lathrop, Livermore, Mill Valley and 'airlock, the Hewlett- Packard Company (Boise, ID;
<br /> Cupertino, CA; Corvallis, OR; Fon Collins, CO; Kitchener, Ontario; Richmond, British Colum-
<br /> bia; Roseville, CA; Santa Rosa, CA; and Vancouver, WA), Hosie, Wes, McLaughlin & Sacks
<br /> (Juneau, AK), Microsoft Corporation, Pacific Gas & Electric Company, Southern California
<br /> Edison, the Building Industry Association, the Contra Costa Water District, the East Bay
<br /> Municipal Utility District and the Southern California Association of Governments as well as
<br /> for dozens of cities, school districts, and special districts.
<br /> In 1989, Mr. Godbe received a Silver Anvil Award from the Public Relations Society of Amer-
<br /> ica for the development and implementation of an outstanding government affairs program
<br /> on behalf of the Contra Costa Water District. This program was based on Mr. Godbe's exten-
<br /> sive research including baseline research, focus groups and three tracking polls.
<br /> Prior to founding the firm, Mr. Godbe was vice president of research at Solem & Associates, a
<br /> California based public relations finn. Mr. Godbe also serves as the senior research consult-
<br /> ant at the Center for the Study of Los Angeles, at Loyola - Marymount University. He has a
<br /> Masters Degree from the University of Michigan where he studied survey research methodol-
<br /> ogy at the Institute for Social Research; and a B.A. degree from the University of California,
<br /> Berkeley.

<br /> Dr. McLarney has extensive experience analyzing both the determinants and the effects of
