Strategic Plan — FY 2000 -FY 2004 <br /> City of San Leandro <br /> Page 22 of35 <br /> Objectives <br /> Continue to support emergency shelter and transitional housing technical assistance programs for <br /> homeless people and people at risk of becoming homeless. <br /> Accomplishments <br /> Technical Assistance Programs /Allied Housing <br /> • Continue to support agencies, such as Allied Housing, Inc., that implement housing -job linkage <br /> programs. It is anticipated that 10 homeless or at -risk persons will be assisted annually. <br /> Rental Assistance Program (RAP) <br /> • Continue to use CDBG funds to contract with ECHO Housing for its Rental Assistance Program <br /> (RAP). The program assists residents with move -in costs or delinquent rent due to a temporary <br /> financial setback. RAP assists by arranging a guaranteed repayment contract between the tenant and <br /> the landlord. Approximately 12 households will be assisted annually. <br /> Geographic Distribution <br /> All programs listed are available to residents of the City of San Leandro. <br /> Priority: Maintain, improve and .expand services for homeless <br /> individuals and families including integrated health care, <br /> employment services and other supportive services. <br /> Priority Analysis and Obstacles to Meeting Underserved Needs <br /> The following analysis of the homeless support services needs and obstacles was prepared by the <br /> Alameda County HOME Consortium. As a Consortium member, the City of San Leandro subscribes to <br /> this priority and has proposed activities that_meet the objective of expanding services for homeless <br /> individuals and families including integrated health cafe, employment services and other supportive <br /> services. <br /> The Alameda Countywide Continuum of Care Plan identified an enhancement of supportive services as <br /> a priority. The Plan states that existing multi- service centers should include the following services: <br /> showers, restrooms, mail, messages, phone, individual voicemail and other telecommunications, <br /> haircuts, clothing, furniture and other housewares, client education, legal assistance, storage of personal <br /> items, links to health care, personal assistant services for disabled people, crisis counseling, recovery and <br /> mental illness counseling services, information and referral, access to respite services, and reading <br /> • <br />
