Strategic Plan — FY 2000 -FY 2004
City of San Leandro
Although services for people with identified special needs are the most critical, more limited service
enriching housing can be beneficial to lower - income populations which do not have special needs. Each
of us has a range of service needs, such as childcare, health care, and advice about financial matters and
educational opportunities. People with adequate resources are able to purchase these services in the
community. Those who lack these resources benefit from affordable housing with services which can
help stabilize individuals and families and also serve as a community base through which services can be
provided.
Objectives
Continue to support agencies that provide services to persons with special needs. Specific programs
include funding for the Allied Housing transitional housing project which will provide housing and
support services for households with disabilities including mental illness, substance abuse disorders
and /or HIV /AIDS- related illnesses.
Accomplishments
Transitional Housing Program /Allied Housing, Inc.
• Provide funding for the construction and operation of a new 28 unit transitional and supportive housing
project for homeless and disabled families and individuals in the Mid- and Southern Alameda County.
This facility will provide housing and support services for households with disabilities including mental
illness, substance abuse disorders and /or HIV /AIDs- related illnesses. It is anticipated that this project
will be completed within the next two years. CDBG, HOME and Redevelopment Set -Aside funds could
be used for this project. The City will support similar projects based on need and fund availability.
ABHOW Senior Facility
• Completion of an affordable senior housing facility which will create 26 low- and /or very low -
income units. This project will be funded using Redevelopment Set -Aside funds, Section 108 loan, a
Section 202 loan and private funds. It is anticipated that this project will be completed within two
years.
Support of Other Housing /Service Enriched Opportunities for Persons with Special Needs
• Continue to use CDBG funds to support a variety of service - enriched housing opportunities for
persons with special needs. •
•
