PRIORITY COMMUNITY DEVELOPMENT (Non - <br /> Housing) NEEDS <br /> Priority: Community Development Need - Neighborhood Revitalization <br /> During the 1980's, the City of San Leandro identified the need for economic development revitalization <br /> within one of the oldest areas of the city. CDBG funds were targeted to this area known as the North <br /> Area, in an effort to prevent further deterioration to the neighborhoods and commercial districts. With <br /> the 1990 Census data, the program began to change and meet needs in additional areas. As a result, <br /> business revitalization efforts were focused on the City's Downtown District and Redevelopment Project <br /> Areas. <br /> Once again, needs have changed and the City proposes to focus efforts on neighborhood revitalization <br /> strategies that will be aimed primarily at two existing and two recently adopted Redevelopment Project <br /> Area. Significant progress has been achieved in the project areas that were adopted in the 1970's. <br /> However, the newly adopted project areas (Joint City /County and West San Leandro /MacArthur <br /> Boulevard), suffer from vacant properties and older, poorly maintained structures that are inadequate to <br /> meet current business and neighborhood needs. <br /> CDBG neighborhood revitalization efforts will also be coordinated with the Oakland /San Leandro Joint <br /> Revitalization Plan adopted in September 1997. This collaborative program, between the Cities of <br /> Oakland and San Leandro, will focus on Oakland Airport area improvements. employment, commercial <br /> revitalization and neighborhood appearance. The West San Leandro /MacArthur Boulevard <br /> Redevelopment Project Area is located within the Joint Revitalization Plan area. Redevelopment, <br /> CDBG and private funds will be leveraged to enhance revitalization opportunities. <br /> Obstacles <br /> Potential decreases in CDBG funding or projected Redevelopment revenue would inhibit the City's <br /> ability to fund eligible projects. <br /> Short and Long Term Objectives <br /> CDBG and Redevelopment funds will be leveraged with private and other funding sources to enhance <br /> revitalization opportunities. Programs include ongoing activities such as the design assistance and <br /> facade renovation programs. In the longer term, the City proposes to complete major revitalization <br /> projects to neighborhood shopping centers and improvements to the Oakland Airport Gateway and <br /> Oakland /San Leandro Revitalization areas. <br /> • <br />
