Strategic Plan — FY 2000 -FY 2004
City. of San Leandro
Page 31 of 35
• Fair Housing/Tenant Landlord Assistance - approximately 300 complaint inquiries and 2000
tenant/landlord counseling inquiries served annually;
• Health Services (i.e. Alzheimer, Shelter Healthcare) - approximately 100 individuals and families
assisted annually;
• Low Income Childcare - approximately 35 families assisted annually.
Geographic Distribution
The majority of agencies funded are located in'San Leandro and services are based on need and/or
eligibility. Agencies located in adjacent cities may also receive funding provided that they meet a
significant regional need and serve San Leandro residents.
Priority Community Development Need - Public Facilities and
Improvements
The City of San Leandro has utilized CDBG funds for capital improvement projects initiated by the City
as well as by local non -profit agencies. Over the past five years, CDBG funds have been used for
building and infrastructure improvements in eligible areas, accessibility upgrades to parks, and facility
improvements to non - profit agencies serving the community. Examples of CIP activities include the
Commercial Design Assistance Program, improvements to the Girls, Inc. building and parking lot, and
the installation of sidewalk wheel chair curb ramps throughout the City.
The City will continue to provide CDBG ftitids to assist city initiated and non - profit capital
improvements. During the next five years, approximately 20% of the annual Block Grant will be
allocated to capital improvement projects.
Obstacles
Potential decreases in CDBG funding or City General Funds would inhibit the City's ability to fund
eligible projects. In regards to the neighborhood shopping center revitalization efforts, the City is in the
process of completing a neighborhood survey to determine income eligibility for one shopping center. It
is our belief that the new census data will support the City's efforts of identifying low- income
households in this area.
Both the shopping center revitalization program and the mobile home park renovation activities will
require property owner cooperation. Failure to secure property owner participation would prohibit the
City from moving forward with these projects.
