Strategic Plan — FY 2000 -FY 2004 <br /> City of San Leandro <br /> Page 3 of 35 <br /> support services. To help those who are at risk of losing their residence, the City proposes to fund the <br /> Rental Assistance Program which provides move -in costs and delinquent rent guaranties. In addition, <br /> the City proposes to continue funding the Continuum of Care Program which develops funding <br /> resources for homeless providers on behalf of San Leandro and other participating jurisdictions. <br /> Community Development Needs - Neighborhood Revitalization <br /> Over the next five year period, the City proposes to focus efforts on neighborhood revitalization <br /> strategies that will be aimed primarily at two existing and two newly adopted Redevelopment Project <br /> Areas. In addition, efforts will also be coordinated with the Oakland /San Leandro Joint Revitalization <br /> Plan adopted in September 1997. This collaborative program between the Cities of Oakland and San <br /> Leandro targets a variety of efforts including Oakland Gateway improvements, employment, commercial <br /> revitalization, and neighborhood appearance. Redevelopment, CDBG and other grant fund opportunities <br /> will be leveraged to enhance these revitalization opportunities. <br /> The Five -Year Strategic Plan proposes a number of revitalization programs including the Commercial <br /> Design Assistance and Facade Renovation Programs, Neighborhood Shopping Center Revitalization <br /> Program and continued funding for Oakland /San Leandro Joint Revitalization projects. <br /> Community Development Needs - Public Service Support <br /> The City supports a wide variety of non -profit agencies which provide needed services in the <br /> community. In the Five -Year Plan, the City proposes to continue providing operational and capital <br /> improvement project grants to non - profit agencies providing service to San Leandro residents. <br /> During the next five years, the types of assistance provided are likely to include support for literacy <br /> programs, women, children and families in crisis, shelter programs, health services and fair housing <br /> services. The City will continue to commit 10 - 15% of its annual CDBG allocation toward public <br /> services. <br /> • <br /> Community Development Needs - Public Facilities and Improvements <br /> The City has historically utilized CDBG funds for capital improvement projects initiated by the City and <br /> local non - profit agencies. CDBG funds have been used for building and infrastructure improvements in <br /> eligible areas, accessibility upgrade to parks, and facility improvements to non - profit agencies serving <br /> the community. <br /> • <br />
